Rapid development of industry in the Yangtze River Delta Urban agglomerations has caused serious problems,for example,resource shortage and environmental pollution.How to realize regional green and high-quality development has become an urgent question to solve.This paper took the Yangtze River Delta Urban agglomerations as research object,and established an input-output index system of industrial ecoefficiency.The three-stage DEA model and Malmquist model were used to measure the industrial eco-efficiency of the Yangtze River Delta Urban agglomerations from the static and dynamic perspective separately.Then the eco-efficiency was analyzed horizontally and vertically from three levels,including the Yangtze River Delta Urban agglomerations,provinces and city,41 cities.Then the influencing factors were selected,and built the panel Tobit model to conduct regression analysis on the influencing factors,and found its influence degree.On this basis,this paper reached following conclusions.Firstly,from the static perspective,TE and SE of the Yangtze River Delta Urban agglomerations were overvalued,but PTE was undervalued;The industrial eco-efficiency of Shanghai,Jiangsu,Zhejiang and Anhui decreased in turn;Wuxi,Suzhou,Hangzhou and Shanghai were effective,while other cities had different degrees of room for improvement.Secondly,from the dynamic perspective,the improvement of industrial eco-efficiency was due to the improvement of technological progress;The Malmquist index of the Yangtze River Delta Urban agglomeration was less than 1 in 2015-2016,but more than 1 in all other periods,showing that the industrial eco-efficiency presented an upward trend from 2012 to 2019;The Malmquist index of Jiangsu,Zhejiang and Shanghai was on the rise,Shanghai rose the most and Anhui remained the same;The Malmquist index of Suqian,Chizhou and Huangshan was less than 1,the technological progress index of 41 cities was all more than 1,while the technical efficiency index of Nanjing,Xuzhou,Nantong,Yancheng,Jiaxing and Shaoxing was more than 1.Thirdly,according to the regression results,the proportion of tertiary industry,R&D expenditure,the per capita water resources and the intensity of environmental regulation were positively related to industrial eco-efficiency,but energy consumption per unit of industrial GDP was negatively related to it.According to above conclusions,suggestions were proposed in order to promote industrial green development of the Yangtze River Delta Urban agglomerations even China:break regional barriers and promote coordinated development;optimize the industrial structure and allocate resources rationally;increase scientific research and development investment and improve technical level;improve the government management mechanisms and strengthen environmental regulation.
