The earthquake rapid assessment system can quickly assess and obtain the earthquake disaster information in the "black box period" after the earthquake,which plays an important role in earthquake prevention and disaster reduction and earthquake disaster emergency work.The traditional earthquake disaster rapid assessment system only realizes the earthquake disaster prediction and rapid assessment on the graphical two-dimensional level,but there are some shortcomings in the topological expression of three-dimensional spatial information,data interpretation and spatial interaction.In order to solve the above problems and realize 3D visualization of earthquake disaster data and rapid evaluation of earthquake disaster in 3D space,this paper designs and implements a set of rapid evaluation system of earthquake emergency disaster based on digital earth platform.The system can provide 3D rapid assessment and auxiliary decision-making analysis for the area where a destructive earthquake occurs,and provide scientific data support for earthquake emergency and disaster prevention and mitigation.According to the relevant laws and regulations of disaster assessment in Sichuan Province,combined with various basic data after preprocessing and different earthquake loss assessment models,the main functions of the system are developed by using Microsoft Visual Studio,C++and QT according to the actual needs.(1)The system takes the 3D open source engine as the entry point,completes the earthquake disaster 3D evaluation module through the overall system architecture design,frame scene construction,etc.,and realizes the digital earth platform-based spatial data display,terrain real-time rendering,3D scene interaction,and spatial data information query functions,effectively improving the evaluation efficiency and decision-making methods in the earthquake disaster loss evaluation work.(2)The system adopts the C/S architecture,and uses the plug-in development mode to introduce spatial analysis,image processing and text editing functions on the basis of 3D scene visualization and interactive graphical interface technology to realize automatic operation of the system to meet the requirements of seismic emergency assessment in 3D data browsing,data analysis,layer management,and rapid assessment result output and other aspects of timeliness and normative requirements.(3)Through the development of subsystems with different functions to assist decision-making of earthquake disaster assessment,the subsystem designs the functions of map basic operation,spatial measurement and data plotting to assist disaster assessment and view,assist decision-making of earthquake rescue work,and ensure the convenience and practicability of the system in the rapid assessment of earthquake disaster.(4)By analyzing destructive earthquake cases in the study area,the results show that the system accurately realizes the automatic analysis and processing of the computer based on the earthquake damage prediction and evaluation data and models,and the difference between the evaluation results and the actual results in different loss models is acceptable within the scope,it has a certain degree of scientificity,thus completing the earthquake disaster rapid assessment system with friendly interface,strong operability and high calculation efficiency.
