Research On The Transformation System Of Sci-teach Achievements From The Perspective Of System

As a system,the transformation system of scientific and technological achievements is analyzed philosophically from the perspective of system theory.Based on the systematic exploration of system theory,transformation system of scientific and technological achievements and benefits,this paper expounds the construction,operation mechanism and mode of transformation system of scientific and technological achievements,and puts forward some countermeasures to improve the benefits of transformation system of scientific and technological achievements.The transformation system of scientific and technological achievements is a hierarchical whole composed of universities,scientific research institutes,government,enterprises,science and technology intermediaries,which has the characteristics of integrity,hierarchy and openness.In the system operation of the transformation system of scientific and technological achievements,universities,scientific research institutes,enterprises,governments and intermediary agencies have their own operation mechanism in the process of operation.Through the operation mechanism of risk prediction,coordination and guarantee,benefit distribution and so on,they coordinate the relationship of various elements to ensure the smooth operation of the transformation system of scientific and technological achievements.In order to speed up the transformation of scientific and technological achievements,various elements establish cooperation forms in the operation of the system through the modes of technology transfer,combination of industry,University and research,and promotion and transformation of service institutions.At present,there are still some problems in the transformation system of scientific and technological achievements,such as the element function can not be effectively played,the structure is not perfect,and the lack of communication with the external environment.We can improve the scientific research level of the suppliers of scientific and technological achievements,enhance the dominant position of enterprises,optimize the government's macro management,and strengthen the construction of promotion services to effectively play the function of factors;To perfect the structure,we should practice the cooperation of industry,University and research,consolidate the platform of R & D pilot test,and construct reasonable performance evaluation of scientific and technological talents;We should strengthen all-round financial support,improve the open financial investment mechanism,and promote the deep integration with the science and technology market to establish a good external environment.
