Promoting the transformation of scientific and technological achievements is one of the major strategies for China to achieve industrial upgrading and development.Taking the activities of transforming research fruits of sci-tech in 30 provinces in China from 1998 to 2016 as the research object,we established the evaluation indicators for the efficiency of the commercialization of research findings,and combined with the Three-stage DEA model and DEA-Windows method,therefore completed a more accurate measurement and evaluation of the efficiency of the commercialization of research findings.Based on the in-depth analysis of the transformation rate and transformation efficiency of scientific and technological achievements,the evaluation index of the transformation efficiency of scientific and technological achievements was established from the three dimensions of input,output and environment.And a comprehensive analysis of the status quo of inputs,outputs,and environment for the transformation of scientific and technological achievements in China's provinces was conducted.Then the three stage DEA-Windows model is used for efficiency analysis.In the first and third stages,the DEA-Windows analysis shows the dynamic trend of various provinces in different periods,and the calculation of efficiency is more stable and continuous.In the second stage,the Tobit regression model was used to analyze the degree of explanation of environmental factors and random disturbances for input redundancy.External environmental factors in all provinces were adjusted to the same external environment and random disturbance factors,so as to eliminate the influence of environmental factors and random disturbances on the transformation efficiency of scientific and technological achievements.In turn,we can get the transformation efficiency of scientific and technological achievements affected by real management factors.The conclusion of this paper is:(1)Through the Three-stage DEA-Windows model analysis,there are significant differences between the first and third stage values,indicating that environmental factors have an important influence on the evaluation of the efficiency of sci-tech achievements.In order to calculate a more realistic value of the conversion efficiency of scientific and technological achievements,it is necessary to eliminate the interference of environmental factors and random errors.(2)Excluding environmental factors and random disturbances,the efficiency of the transformation of scientific and technological achievements in various provinces and cities in China has shown different characteristics compared with those before adjustment.Among them,the transformation efficiency of the provinces of Beijing,Shanghai and other developed regions did not change much before the adjustment,and the conversion efficiency of Shanxi,Anhui,and Shaanxi provinces increased significantly.After adjustment,the higher level of conversion efficiency indicates that the conversion efficiency value affected by management factors in these areas is underestimated.In terms of promoting the transformation of scientific and technological achievements,they actually have strong management capabilities.(3)Various external indicators such as government support,degree of openness,level of regional development,quality of education development for the transformation of sci-tech achievements have different directions and degrees of influence in different years.Taking 2016 as an example,the level of government support and openness have a significant role in promoting the transformation of scientific and technological achievements.The level of regional development and the quality of education development have a negative impact on the efficiency.Therefore,more provinces such as Shanxi,Anhui and Shaanxi need more policy support and a more open market environment.This article objectively and comprehensively evaluates the efficiency of the transformation of sci-tech achievements in various provinces and regions in China,and calculates the actual management efficiency in each region,with a view to providing relevant basis for the government's relevant departments to promote achievement transformation and related policy implementation and optimization.
