Nowadays,high-technology is a representative innovative industry in the information age,and is an important symbol of the comprehensive strength and overall competitiveness of the country.How to improve the total factor productivity of Beijing-Tianjin-Hebei high-tech industry,and then promote the coordinated and efficient development of Beijing-Tianjin-Hebei high-tech enterprises,is the major challenge which Beijing,Tianjin and Hebei are currently faced with.Therefore,to measure the total factor productivity of high-tech industries in Beijing,Tianjin and Hebei and to probe into the important factors affecting it gets significent.First of all,through the analysis of the concept and development characteristics of total factor productivity in high-tech industry,and according to the characteristics and development law of high-tech industry,the index system of input-output efficiency measurement of high-tech industry is designed.By the idea of main component PCA,classification of indicators is simplified through SASS software,and thus,the DEA-Malmquist model of total factor productivity measurement in high-tech industry is constructed on the basis of main component PCA.Secondly,by using DEAP2.1 Software,the Dea-malmquist Models whose principal component is PCA,measured the total factor productivity of Beijing-Tianjin and Hebei high-tech,based on data from 2002 to 2016,from two aspects of DEA efficiency value and Malmquist index,and from the time and industry dimension respectively.The results show that the total factor productivity fluctuates greatly,and has been in DEA Invalid state in recent years.Medical equipment and instrumentation manufacturing industry is the most efficient,and the electronic computer and office equipment manufacturing industry is the lowest efficient of the five industries,from the trend of change,The efficiency of the pharmaceutical manufacturing industry and the aerospace manufacturing industry achieved positive growth.Again,based on the Tobit regression model,by using STATA software,the influence degree to TFP of the high and new technology industry in the Beijing-Tianjin-Hebei region is analyzed about the proportion of export,economic environment,the proportion of government investment,industrial concentration,the strength of research-development funding,the quality level of r&d personnel,the strength of investment,the ability of technology and innovation,The study finds that effect of the proportion of exports,industrial concentration,the funding strength of research and development,export innovation to the Beijing-Tianjin-Hebei high-tech industrial total factor productivity is more significant,and their impact on the efficiency of the segment five industry is different.Finally,based on the above analysis,relevant countermeasures and suggestions are put forward from three aspects—industrial pure technical efficiency,industrial technological progress and industrial scale efficiency,so as to improve the total factor productivity of high-tech industries in Beijing,Tianjin and Hebei.
