Study On The Use And Management Of Sea Areas In Zhanhua District Of Binzhou City

With the increasingly prominent contradiction in the development and utilization of sea areas,some problems in the management of the use of the sea area in Zhanhua District of Binzhou City gradually appear,affecting the normal order of development and utilization of sea resources,and damaging the ownership of the state's sea areas and the legitimate rights and interests of the users of the sea areas.Therefore,this article is starting from the actual situation of Zhanhua District of Binzhou City,analysing the problems and causes of sea area use management deeply,learning from the efforts of coastal provinces and cities in solving these problems,and proposing remedial measures of the efficiency of sea area use and management.This article adopts the methods of literature analysis and inductive argumentation,explaining the related concepts of sea area use management and the correlative theories,based on the understanding of the use and management of the sea area in Zhanhua District of Binzhou City,pointing out the problems in the management of sea area use: lack of connection in management,duplication of functions and regions,many contradictions and conflicts,low management efficiency.It analyzes the reasons of sea area use management in Zhanhua District,Binzhou City,from the imperfect laws on the use and management of sea areas,the insufficiency of comprehensive coordination mechanisms in different administrative department,the difference of the coastline identification,the multiple factors restrict the efficiency of sea area use and management.It summarizes the innovative work of strengthening the management of sea area use in inland cities and other provinces of Shandong Province.Finally,specific suggestions for improving the use and management of sea areas are put forward: making comprehensive laws on sea area management to coordinate affairs of sea area use management;strengthening the overall management of land and sea,coastline surveying to determine land and sea management area;improving the efficiency of sea area use management: strengthening legal publicity and education,strengthening public supervision,improving the efficiency of government approval,improving the supervision systems of departments,improving the level of management team,improving the mechanism of market-oriented allocation of marine resources.
