The development of the manufacturing industry directly reflects the productivity level of a country or region. In recent years, the national economy has entered a new normal. With the continuous advancement of supply-side structural reforms, the output growth of Yunnan’s manufacturing industry has slowed down.Traditional growth accounting assumes that there is no distortion in the inter-industry allocation of production factors,so that all existing production factors are fully utilized.A large number of studies have shown that there is widespread distortion in the allocation of production factors in my country. In order to accurately calculate the growth of Yunnan’s manufacturing industry,we must first answer: Under the new situation, does the allocation of production factors of Yunnan’s manufacturing industry affect the technical efficiency of production? Secondly, taking into account the influence of industry heterogeneity and the allocation of production factors on the technical efficiency of production, how does technological progress, technical efficiency, scale efficiency, factor input and other economic factors contribute to the growth of Yunnan’s manufacturing output? The exploration of the above problems has important theoretical and practical significance.Taking the manufacturing industry in Yunnan Province as the object of investigation,a more accurate capital stock estimate is obtained on the basis of measuring the time-varying depreciation rate of the industry, and then the allocation of labor factors and capital factors among industries is investigated.Incorporate the discussion of factor mismatch and technical efficiency loss into the traditional Solow growth accounting, and examine the contribution of various economic factors to output growth. The widely used panel stochastic frontier analysis method, and the less used two panel stochastic frontier analysis methods that relax the assumption of the same variance of the inefficiency term and the assumption that there is no heterogeneity between individuals are used, respectively. The relationship between technical efficiency and the evolution of technological progress, technical efficiency, scale efficiency, and factor input in Yunnan’s manufacturing industry from 2004 to2018 are studied. The results show that:(1)Except for a few industries such as the tobacco product industry, computer, communications and other electronic equipment manufacturing industries,Yunnan’s manufacturing industry generally has the problems of insufficient use of labor elements and excessive use of capital elements.(2)The mismatch of production factors leads to a decline in the technical efficiency of production.(3)After relaxing the assumption that the inefficiency item has the same variance and that there is no heterogeneity between the individuals under investigation, there is a significant difference between the parameter estimated value and the parameter estimated value without relaxing the above assumption.(4)During the inspection period, the total factor productivity of the manufacturing industry in Yunnan Province continued to grow.Technological progress is the main driving force behind the continuous growth of total factor productivity in the manufacturing industry in Yunnan Province. The manufacturing industry in Yunnan Province is still in the stage of increasing returns to scale, and technical efficiency is not related to technology. The simultaneous growth of progress has dragged down the growth of total factor productivity.(5)The marginal contribution of capital input to the growth of Yunnan’s manufacturing output has continued to decline, while the marginal contribution of labor input to the growth of Yunnan’s manufacturing output has not changed significantly.
