China has become the country with the largest amount of carbon dioxide emissions in the world,and is facing an urgent need for emission reduction.China's first quantitative target for reducing carbon dioxide emissions was formulated at the World Climate Summit in Copenhagen,and its content is to commit countries to reduce emissions by 40%to 45%.Therefore,how to carry out economic construction while controlling carbon emissions has become a core issue that needs to be solved urgently.As the main body of coordinated development and one of China's three major economic belts,the Beijing-Tianjin-Hebei region is facing growing carbon emissions caused by rapid economic development.To this end,it is necessary to explore a low-carbon economy And provide demonstration and experience for other regions.Therefore,how to improve the carbon emission efficiency in the Beijing-Tianjin-Hebei region has important theoretical and practical significance for promoting the sustainable development of the Beijing-Tianjin-Hebei region and achieving the emission reduction targets.Based on the above considerations,this paper uses the method of IPCC(2006)to estimate the total carbon emissions in the Beijing-Tianjin-Hebei area,and then measures the carbon dioxide emissions in the Beijing-Tianjin-Hebei area from the total,per capita and intensity levels.Then,this paper adds carbon emissions to the input variables in order to obtain the most output with the least carbon emissions.At the same time,six factors that affect the efficiency of carbon emissions are selected.The Stochastic Frontier Analysis Model based on the translog production function was used to analyze the carbon emission efficiency of 30 provinces and cities in China from 2005 to 2016,and the trend of carbon emission efficiency in the Beijing-Tianjin-Hebei region was analyzed by Kernel Density Estimation.The results showed that:(1)Although the total carbon emissions in the Beijing-Tianjin-Hebei region have gradually increased and then gradually declined,there is a clear regional difference in carbon emission intensity and per capita carbon emissions;(2)Although the carbon dioxide emission efficiency in Beijing-Tianjin-Hebei region is on the rise,Beijing's carbon dioxide emission efficiency is significantly better than Tianjin and Hebei.The carbon emission efficiency of Beijing,Tianjin and Hebei in 2016 is 0.92,0.78,and 0.68,respectively.Regional differentiation still exists;(3)Industrial structure,energy structure,government intervention are negatively correlated to carbon emission efficiency,while urbanization level,trade openness,scientific and technological input are positively correlated to carbon emission,that is,The decrease in the proportion of the secondary industry,the decline in the proportion of coal consumption,the reduction of government intervention,the improvement of urbanization level,the increase of trade openness and the increase of scientific and technological input are conducive to the improvement of carbon emission efficiency;(4)The difference in carbon emission efficiency between Beijing,Tianjin and Hebei has gradually narrowed.However,the three places are placed in the top ten provinces and cities in the country's carbon emission efficiency,and it is observed that there is polarization.This is because some of the provinces and cities have higher basic carbon emission efficiency and higher efficiency increase speed than the overall increase rate.Tianjin and Hebei are the ones with lower carbon emission efficiency in ten provinces and cities,and should accelerate the improvement of carbon emission efficiency and further narrow the gap with other provinces and cities.Finally,based on the above empirical analysis,targeted recommendations were made.It mainly includes:upgrading a series of comprehensive measures such as optimizing industrial structure,adjusting energy structure,improving energy utilization efficiency,low-carbon urbanization construction,introducing foreign capital and advanced technology and equipment,increasing investment in low-carbon research and technology,and building a scientific environmental governance system.The carbon emission efficiency of the Beijing-Tianjin-Hebei region and the realization of energy conservation and emission reduction targets.
