Research On Water Resource Performance Audit

Today,with the rapid development of economy and society and the increasingly serious environmental problems,the construction of ecological civilization has become the primary focus of attention,not only in the economy,society but also in the culture,to build our beautiful and civilized China.The most important point of the construction of ecological civilization is to ensure the sustainable development of ecological environment,which requires us to carry out environmental audit,put pressure on the government,let the government attach more importance to environmental management,and improve the efficiency and effect of governance.However,China's environmental audit started late,the corresponding laws and regulations are not perfect,and many times still focus on compliance audit,audit for funds,which is not applicable to environmental audit,can Not reflect the existence of environmental problems and governance after the effect.This paper adopts the method of Literature Research and case analysis,and is based on sustainable development theory,New Public Management Theory,resource and Environment Value Theory and water resources management theory,this paper analyzes the present situation and existing problems of Water Resources Performance Audit,and advances some suggestions on the problems analyzed.This paper consists of six chapters.The first chapter mainly introduces the research background and significance as well as the related methods.The second chapter mainly refers to some literature and the whole thesis theory,from the sustainable development theory,the new public management theory,resource and Environment Value Theory and water resources management theory to construct the theoretical framework of this paper.The third chapter,Water Resources Performance Audit Theory analysis and practical problems analysis.This paper expounds the definition of Water Resources Performance Audit and lists some problems existing in the current water resources performance audit,analyzes the causes of these problems,and advances the necessity of constructing the evaluation system of water resources performance audit.Chapter Four,the construction of water resources performance audit system based on DPSIR.In this paper,DPSIR model is used to construct water resources performance audit index,and AHP is used to evaluate the index.Chapter V,Case Analysis,water resources performance audit of B city data collection,the use of Chapter IV of the Evaluation System for water resources performance audit.Chapter VI,relevant conclusions and recommendations,summing up the deficiencies in the case,put forward relevant recommendations.This paper focuses on the construction of water resources performance audit evaluation index,at the same time,the index is applied to the water resources audit in area B,the conclusion is compared with the original audit conclusion in area B,and some suggestions are put forward.
