We will practice the development concept that clear waters and green mountains are gold and silver mountains,and adhere to the basic national policy of saving resources and protecting the environment.The Outline of the 14 th Five-Year Plan clearly points out that,based on the overall river basin and the balanced spatial allocation of water resources,we will strengthen the important guiding strategy of trans-regional river system governance and protection and backbone construction,and promote the development of green economy in water basins.In the process of developing basin green economy,due to the lack of basin water resources management prevention and control and system design,make the basin water resources in the use,management and maintenance link show more or less problems,while facing the risk of resource shortage,ecological deterioration and environmental pollution,ultimately hinder the green development process of watershed ecosystem.As the longest river flowing through S Province,the Weihe River Basin is an important part of the natural resources and assets in S Province and an important factor affecting the healthy development of ecological civilization in S Province.Deepening the water resources and environmental audit of the Weihe River Basin in S Province plays an important role in promoting the conservation and utilization of water resources in the Weihe River Basin,promoting the ecological and environmental governance of the Weihe River Basin,and balancing the economic development space of the Weihe River Basin.Therefore,it is of great significance and value to explore how to deepen the water resources and environmental audit of Weihe River Basin in the process of governance and protection of river basin,and give play to the function of audit serving national governance.This paper summarizes the domestic and foreign research results of resource and environment audit,watershed environment audit and water resources and environment audit.The theory of sustainable development,fiduciary responsibility theory,national governance and national audit theory and SFIC model theory as the starting point.Based on the announcement of the audit results of the 2003-2020 National Audit Office,the current situation of water resources and environmental audit in China's river basin is summarized.At the same time,the Weihe River Basin water resources and environmental audit project was selected,and the audit subject,basis,objectives,methods and discovered problems were discussed.The water resource and environmental audit project of Weihe River Basin of S Province was selected to discuss the subject,basis,target,method and found problems,and analyze the four problems existing in the water resource and environmental audit of Weihe River Basin in S Province:First,the lack of innovative allocation of auditors,weak audit team professionalism,the audit catalytic process,insufficient application of audit information technology;the third is the audit system design,imperfect audit basis and imperfect audit regulation system;the audit collaboration process,and government agencies and low public attention.The starting conditions,catalytic process,system design and collaborative process of the SFIC model are highly compatible with solving the existing problems of water resources and environmental audit in the Weihe River Basin of S Province.Therefore,the paper improves the catalytic process of the S,improves the design of water resources and environmental audit system,promotes the coordination of water resources and environmental audit,in order to establish the long-term working mechanism of environmental audit and promote the practice of environmental audit in China.
