In recent years,with the continuous improvement of the quality of life of urban residents and the development of transportation infrastructure construction,the number of cars in the city has increased dramatically.As of April 2019,the car ownership in Xi'an urban area has exceeded 3.4 million vehicles,while the total supply of various parking spaces in the main urban area(within the third ring road)is only 1.08 million,which makes the public in Xi'an face a serious "six parking difficulties" "The problem is that it is difficult to use the toilet,shopping,medical treatment,admission,admission and travel.There is a serious imbalance in the supply and demand of parking resources in Xi ' an.It is difficult for government departments to achieve the effective allocation of social resources.PPP is a cooperation model between the government and social capital to provide infrastructure based on the concept of "risk sharing and benefit sharing".Social capital can make up for the government's financial deficiencies to a certain extent,and the PPP model has undoubtedly become an opportunity for the development of public parking projects as a livelihood project.However,the public parking PPP project in Xi'an is in the exploration stage,and the work of attracting social capital in the early stage needs to be studied in depth.Therefore,to ensure the implementation of the public parking PPP project,the government department and the investor private Different interest preferences and starting points between departments.In the preliminary negotiation stage of the project,the two parties will choose their own game strategies based on the other party's behavior decisions.The game relationship results from this.Insufficient government sector incentives lead to insufficient private sector participation and low enthusiasm.,Thereby affecting the implementation and promotion of public parking PPP projects.Based on this,this paper studies the game behaviors and game strategy choices of the main participants of the government and private sectors in the public parking PPP project.Based on game analysis,combing interest disputes and coordinating interest relationships,trying to pass certain external substances Incentives or spiritual incentives to adjust the benefits of different strategic choices,strive to achieve a balanced state of cooperation between the government and the private sector,put forward recommendations to ensure the smooth progress of Xi'an's public parking PPP project,and strengthen cooperation between government and enterprises.This article first sorts out the relevant concepts and theories of the public parking PPP project relying on the research.It is clear that the research object of this article is the main participants of the public parking PPP project,the initiator government department and the investor private sector;second,Based on game theory,construct a game model to analyze the game process and results of the government and private sector in the early stage of the public parking PPP project;again,empirical analysis based on the game results,through the investment and income of Xi'an public parking PPP project Understand the estimation,determine the corresponding economic parameters,use the replication dynamic equation to solve the expected returns of the government and the private sector,and analyze the dynamic trends of the government and the private sector,and point out the optimal game strategy choice;Finally,according to the result of the game and the empirical results of the analysis put forward ensure the smooth development of xi 'an public parking lot PPP project standardized proposal,speeding up to build the government leading,policy guidance and market operation of the public parking supply pattern of cooperation,aims to increase the supply of public parking lot quantity,improve the efficiency of supply,to a certain extent from the perspective of supply to relieve the xi 'an urban parking problem.
