With the rapid growth of China's economy and the acceleration of urbanization,the urban population has increased rapidly,the scale of land use has continued to expand,various facilities have become more and more intensive,and the urban system has become more and more complex,all kinds of public emergencies have greatly increased the threat to the city.China is not only a country with frequent earthquake disasters,but also one of the most seriously affected countries.Every earthquake has caused a large number of casualties and economic losses.As one of the key subsystems of the urban system,the urban medical system takes on the basic medical treatment work under the normal condition,and participates in the medical rescue in the first time after the disaster.After the earthquake disaster,all kinds of medical institutions in the urban medical system will be damaged in different degrees,and even some medical institutions will lose their ambulance function.Under the environment of earthquake disaster,the demand of urban safety has an urgent need for the resilience construction of urban medical system and related research,and it is of great practical significance to improve the resilience construction level of urban medical system.In this paper,the urban medical system under the earthquake disaster is taken as the research object,and the main goal is to reduce the disaster vulnerability of the urban medical system and improve the resilience of the urban medical system,this paper studies the spatial layout of medical facilities,the ability of medical rescue,the ability of earthquake resistance of medical facilities,the ability of emergency organization and preparation,and the coupling relationship with other urban systems,such as roads,water supply,power supply,gas,communication,etc.,according to the function,characteristic and recovery process of medical system,the index system of earthquake resistance toughness is established,and the countermeasures of earthquake resistance and disaster prevention are put forward.The research contents of this paper mainly include the following aspects: 1.From the perspective of resilience,this paper takes the urban medical system under the earthquake disaster as the research object,through the study of relevant documents and books on resilience and the understanding of the medical system,makes clear the concept and characteristics of urban medical system resilience.2.Based on the characteristics of the resilience function model curve and the characterization of the seismic resilience of urban health care system,the seismic resilience of urban health care system is explained from three aspects: Robustness(R1: Bustness),Redundancy(R2: Redundancy)and Efficiency(R3: Efficiency),according to the toughness curve,the different effects of three aspects on the toughness of urban health care system were analyzed.3.The primary index system of urban health care system is constructed through the research of related literatures,and the final evaluation system is selected and evaluated by experts in related fields.Using mathematical analysis,analytic hierarchy process and Delphi method,the weight of each level of indicators was calculated and the grading criteria and grade description were given.4.Based on the weight results,the evaluation system is tested according to the three-grade grading standard,and the case study of a medical system in a city center in China is carried out.The overall goal of disaster resilience of urban health care system is to ensure that medical facilities do not interrupt the rescue function and personnel can enter the rescue state more quickly.Therefore,it is of practical significance and application value for emergency medical rescue system in China to develop a seismic resilience evaluation system for urban medical system.
