The emergence of global extreme climate has caused more and more meteorological disasters.At this stage,urban climate change has become an important challenge facing all countries in the world.With the rapid development and construction of our country,the number and frequency of urban meteorological disasters are getting higher and higher,which has become one of the biggest disaster-causing factors in cities.Therefore,it is a realistic and urgent task for China to adopt climate adaptation measures to deal with disaster risks.In recent years,with the introduction of the concept of resilient city into the field of urban planning,more and more scholars began to apply the concept of resilience to urban construction and disaster prevention and mitigation.The role of resilience concept in urban climate adaptation has attracted more and more attention,and has gradually become the focus of research in recent years,which has important research significance and practical value.At present,there are two main aspects in the study of rainstorm resilience cities: one is how to construct an evaluation system to measure the changes of rainstorm resilience in different cities,and the other is how to carry out specific practice of rainstorm resilience planning for specific cities in actual planning.Therefore,this paper studies the problem of urban resilience measurement in the case of more and more serious urban rainstorm disasters,and puts forward the countermeasures to improve the resilience of various planning levels.Firstly,this paper analyses the concepts of resilient city and climate-adaptable city,combs the resilient city,climate-adaptable city and related research progress at home and abroad,summarizes the research status and the relevance of this study,and summarizes and combs the evaluation system of resilient city according to relevant institutions and scholars,which lays a foundation for this study.Secondly,according to the characteristics of rainstorm disasters,the evaluation system is constructed by selecting the indicators most directly related to urban rainstorm resilience,and the weight of evaluation indicators is determined by analytic hierarchy process.This paper evaluates the related indicators of rainstorm toughness in Shaanxi Province.Firstly,the current situation of facilities in Shaanxi Province in the past 10 years is analyzed.According to the weight,the comprehensive score of the city is obtained,and the comprehensive score of the city is analyzed according to the comprehensive score,describing the characteristics of urban changes in time series and spatial series respectively.The characteristics of urban resilience are analyzed,and the problems of evaluating the construction of urban rainstorm facilities are put forward.Finally,the planning system and construction strategy to cope with the rainstorm toughness need to be constructed are put forward.Firstly,from the planning point of view,we should pay attention to the risk assessment of urban rainstorm disaster,and add the thinking and special planning of resilient cities to the existing planning system.Secondly,we should put forward the construction of green infrastructure at the urban level,use the means of low-impact development at the implementation level,and enhance the degree of public participation.This paper establishes the evaluation system of the rainstorm resilient city,and puts forward the methods to improve the planning level and management system of the building of the resilient city.The purpose is to provide a more reasonable method for the future city to resist the rainstorm disaster,and to provide some help for guiding the construction of the urban resilience.
