As an important area in the development of the Yangtze river economic belt,the three gorges eco-economic cooperation zone is of great significance to the empirical study of the present situation of water resources collaborative management by taking the municipal administrative areas as the research unit.The empirical study can evaluate the current management level scientifically and accurately in a quantitative way,and provide data and theoretical support for the improvement of water resources management capacity and policy improvement in the three gorges eco-economic cooperation zone.The innovation points of this paper are mainly focused on the three gorges eco-economic cooperation zone,a small and medium-sized city cluster in the middle and upper reaches of the Yangtze river,and the method innovation of DEA method and Geoda software for evaluation and analysis of water resources management.According to the characteristics of water resources management,the evaluation index system of water resources management ability of the three gorges eco-economic cooperation zone was developed by referring to the current regional water resources efficiency evaluation index.Using DEA method,combining with the actual situation of the three gorges ecological economic zone around the city science and select the database,the three gorges ecological economic cooperation zones in 2011 ~ 2016 the water resources management efficiency evaluation and comparative analysis,draw the conclusion: the three gorges ecological economic cooperation zone 6 years of regional water resources management efficiency mean not DEA efficient,in DEA medium level effectively.The regional water resources management efficiency value of the three gorges eco-economic cooperation zone did not change significantly from 2011 to 2016,but the gap between the provinces with the highest and lowest water resources management efficiency value of the three gorges eco-economic cooperation zone was still widening.Then,the water resources management efficiency index value obtained from the above process is used as the basic data for further spatial differentiation measurement,and Geoda software is used to further qualitative analysis of the spatial distribution and regional differences of water resources management capacity within the ecological and economic cooperation zone of the three gorges.From the perspective of spatial distribution,the water resource management efficiency of the three gorges eco-economic cooperation zone is decreasing successively from west to east.The water resource management efficiency of the cities in the northwest of the three gorges ecoeconomic cooperation zone is relatively high,while that of the cities in the northeast is relatively low.There is a positive spatial correlation of water resources management in the three gorges eco-economic cooperation zone,but it is not significant.According to the empirical study results can be concluded that the three gorges ecological economic cooperation zones there are water resources governance ability obvious regional differences and the gap is growing and cooperation zones within regions.No obvious correlation between the governance of water resources governance dilemma,the main reason is fragmentation water resources management,policy and law and technical support is not perfect,the governance body,resources,measures,etc.In the later stage,the joint consultation system of water resources management should be established to expand public participation,strengthen the market and technical support of water resources collaborative management,strengthen the implementation of water ecological compensation system,promote the overall coordination of water resources management in the cooperation zone,and realize the high-quality development of water resources management in the Three Gorges Ecological economic Cooperation Zone.
