China is one of the countries severely affected by typhoon disasters and storm surges,due to its long coastline and special geographical conditions.The community is the basic unit of residents' activities and communications in the urban system,and also the carrier of various disasters such as typhoons.It is an important means to reduce the loss and risk of typhoon disaster with the community disaster prevention and mitigation.In recent years,community resilience has gradually become one of the guiding theories for community typhoon prevention and mitigation due to its rich practical significance.Community resilience is the ability of a community to resist disasters,adapt to disasters,and quickly restore to a stable state in the face of external disturbances.Compared with the simple concept of community disaster prevention and mitigation,community resilience pays more attention to the disaster resistance performance of the community system in a longer period.Only by continuously improving the resilience of the community can the community better respond to disaster risks and thus ensure the safety of the entire urban system.The public's perception of community resilience to typhoon disasters reflects the impact of community resilience construction on the psychological level of residents.It is also one of the important sources of sensing happiness,gain,and security in terms of community governance.Such perceptions of community resilience is therefore very important in the construction of resilient communities.At present,the research on community resilience evaluation literature is dominated by western research,and has not yet formed a systematic theoretical model,which fails to fully reflect the connotation of community resilience.The current community resilience perception evaluation research have many shortcomings,such as: mainly qualitative research rather than quantitative research;emphasis on discussion of influencing factors and lack of perception status evaluation;difficulty to be applied to the community governance and disaster prevention and mitigation practices in China.Therefore,there is an urgent need for developing an index system and model to systematically and scientifically evaluate the status quo of community resilience perception and carry out relevant case studies in China.In order to fill this research gap,this thesis takes Taizhou City of Zhejiang Province as an example to investigate public's perception of community resilience to typhoon disaster,including evaluating status of community resilience perception and identifying its influencing factors.First of all,guided by the theory of resilience and environmental perception,a theoretical model of community resilience perception is developed based on the interconnected three levels of community capital,resilience ability,and resilience perception.The perception of community resilience to typhoon disaster is measured from the perspectives of perceiving facility construction,response efficiency,spontaneity of typhoon prevention,severity of typhoon disaster,continuing prevention efforts and organizational performance.Secondly,the communities in typical counties such as Wenling,Jiaojiang,Linhai,and Tiantai in Taizhou are randomly selected for case studies.Relevant data was collected through interview and questionnaire surveys.The full permutation polygon synthetic indicator(FPPSI)is used to evaluate the public's perception of community resilience to typhoon disasters.Finally,based on the current research literature,combined with the characteristics of Chinese community governance and field research,this thesis proposes two major types of factors that may affect the perception of community resilience,and uses multiple regression analysis to identify the key influencing factors of community resilience perception.The research results show that the public in Taizhou generally have a relatively low perception of community resilience to typhoon disasters.From the perspective of residents' subjective perceptions,some communities in Taizhou suffer from low efficiency in pre-disaster preparation and response during disasters,delay in receiving typhoon warnings,insufficient motivation of community engagement to prevent typhoons,insufficient understandings of disaster prevention facilities and typhoon prevention plans,and insufficient stuff and human and financial resources for daily anti-typhoon activities.This thesis further found that community characteristics,such as the distance from the coastline,the area of the community,the number of basements and the number of car entrances,the year of community construction,the total number of households in the community significantly affect perception of community resilience.In terms of individual characteristics,the active degree of community engagement,sense of community security,typhoon education,typhoon preparation behavior,and life time in the community are significantly related to the perception of community resilience.In sum,the severity of the typhoon disaster,the anti-typhoon hardware construction and the anti-typhoon software construction are the keys to determining community resilience perception.Based on these results,this thesis proposes several suggestions,including stimulating the spontaneity of the public in typhoon prevention and mitigation,strengthening practical exercises for typhoon prevention and mitigation;strengthening the operational efficiency of community organizations,and comprehensively strengthening the timeliness of typhoon prevention and mitigation,paying attention to the severity of typhoon disasters in communities and communities with high risk characteristics;strengthening the long-term construction of typhoon prevention and disaster mitigation,and enhancing the community engagement.This thesis develops a theoretical model and index system for evaluating the perception of community resilience to typhoon disasters.This thesis enriches the existing research on community resilience and provides reference for future research on perception of community resilience to different disaster,geographic and social context.This thesis also is helpful to identify possible problems in the building process of resilient communities from the perspective of public perception,and provides guidance for the construction of resilient communities.Countermeasures can be provided to improve community resilience,enhance the public's perception of community resilience,and further improve the public sensing happiness,gain,and security in the construction of resilient communities.
