In 2014,the State Council issued the "Opinions on the Opening of National Major Scientific Research Infrastructure and Large-scale Scientific Instruments to the Society"(hereinafter referred to as the "Opinions"),requesting to accelerate the promotion of the open sharing of large-scale scientific instruments and equipment(hereinafter referred to as large-scale instruments)and increase the utilization of instruments.Rate and output level.At present,large-scale instrument sharing has achieved consensus from all parties in the society.Under the active exploration and promotion of relevant national ministries and commissions,governments at all levels,universities,and scientific research institutes,large-scale instrument sharing has achieved certain results,but it is affected by the source of funds.,Geographic restrictions,asset management and other factors,there are still many difficulties,the degree of realization of sharing is not ideal,and there is still a big gap between the requirements of national policies.How to implement the requirements of the "Opinions" and effectively and comprehensively improve the sharing capacity is an urgent problem for relevant ministries,governments at all levels and relevant units.Since 2016,in order to give full play to the effectiveness of large-scale instruments and enhance the sharing capabilities,the Geological Survey Bureau has made active explorations and efforts in the sharing of large-scale instruments,and has achieved certain results.However,in the process of work advancement,through field investigations,reading reports,The collection of basic data and other means found that the geological survey system still has problems in the sharing of large-scale instruments,such as uneven resource distribution,gaps in use and sharing efficiency,network platforms not functioning as they should,and difficulties in sharing field instruments.In order to verify the problems found in the work,this study aimed at the recognition of sharing,the understanding of related systems and procedures by each unit and management level personnel,and the sharing of the status quo and existing difficulties of each unit,and more than 300 people in the Geological Survey Bureau system Questionnaires were launched for sharing-related personnel,and in-depth individual interviews were conducted with 10 representative personnel from 5different management levels.This paper carefully combs and analyzes the results of questionnaire surveys and interviews,and uses stakeholder theory,multi-center governance theory,and collaborative governance theory to find several factors such as inadequate ideological understanding,insufficient system operability,insufficient relevant support,and insufficient purchase argumentation.The reason.Finally,combined with relevant theoretical foundations,this article proposes countermeasures and suggestions to strengthen publicity and guidance,improve the system,strengthen the construction of the talent team,and do a good job in purchasing demonstrations,so as to improve the sharing ability of large-scale equipment of the Geological Survey Bureau,improve the efficiency of equipment and optimize the allocation of scientific and technological resources,Boosting the development of scientific and technological innovation is of positive significance.
