Research On Problems And Countermeasures Of Scientific Research Management In Inner Mongolia Autonomous Region Seismological Bureau

Seismic research plays an extremely important role in the development of earthquake prevention and disaster reduction in Inner Mongolia,the Inner Mongolia Autonomous Region Seismological Bureau is located in the north of the motherland and undertaking the work of earthquake prevention and disaster reduction in the north of the motherland,great efforts must be made to develop esscientific research.This study statistically analyzes the current situation of scientific research management of Inner Mongolia Autonomous Region Seismological Bureau,including the basic situation of scientific research,organizational structure,system,project management and fund management,it is applied investigation method to study the research needs of scientific researchers.Based on the current situation of scientific research management,there are still some problems to be solved in the scientific research management of the department of earthquake in Inner Mongolia.These management problems are mainly reflected in the following aspects: backward scientific research management,lack of research dynamic management,lack of scientific research management ability,inflexible fund management,scientific research management mechanism does not adapt to the current development of scientific research,scientific research reward mechanism is not perfect.By analyzing the causes of problems in scientific research management,therefore,the countermeasures to solve the above problems are put forward: Strengthen the information construction of scientific research management,and establish a systematic and scientific management process model,in order to adapt to the needs of the new era for the development and innovation of earthquake cause.We should provide professional and high-quality scientific research management personnel,we can improve the ability of scientific research management in all aspects.Through the demand-oriented scientific research management,starting from the establishment of positive and negative incentive mechanism,internal and external exchange mechanism and bilateral evaluation mechanism,gradually establish and improve the scientific research management mechanism.Efforts should be made from multiple perspectives to enhance the comprehensive ability of scientific research and management of seismological departments in Inner Mongolia.
