Research On The Spatio-temporal Evolution Of The Marketization Of Sea Area Use Rights And Its Impact On Marine Environmental Pollution

The sea area is not only the basis of marine development and utilization but also the carrier of marine environmental pollution.While providing a broad space for marine economic development,it also carries pollution from economic activities.In response to the strategy of building a maritime power,this requires us to control marine environmental pollution and protect marine ecology while vigorously developing the marine economy.The marketization of sea area use rights,especially the marketization of sea area use rights,is the first move to solve the shortage of sea space and develop the sea area economy.While promoting the marketization of sea area use rights to promote the development of marine economy,my country also has many impacts on the marine environment.,There are still controversies about the relationship between the marketization of sea area use rights and marine environmental pollution,and there are relatively few relevant studies.On the basis of relevant research,this article combs and analyzes the research status of the marketization of sea area use rights and marine environmental pollution at home and abroad,and explains the relevant connotation and theoretical basis of the marketization of sea area use rights and marine environmental pollution.The necessity of marketization of sea area use rights is analyzed,and the environmental effect hypothesis of the two-stage marketization of sea area use rights is put forward.In the early stage of the development of sea area use rights marketization,the marketization of sea area use rights will aggravate marine environmental pollution.In the later stage of the development of marketization of sea areas,with the improvement of the level of marketization of sea area use rights,the marketization of sea area use rights will reduce marine environmental pollution.On this basis,considering factors such as the degree of development of sea area supply in recent years,policy orientation and the availability of sea area data,the indicator of market transfer of sea area use rights is used to indicate the level of marketization of sea area use rights,and a marine environmental pollution index is constructed.Analyze the marketization of sea area use rights and the evolution of marine environmental pollution,verify the relationship between the marketization of sea area use rights and marine environmental pollution,and finally put forward countermeasures and suggestions for the future development of sea area use rights marketization.research shows:First of all,in general,the level of marketization of my country's sea area use rights has gradually increased,but the upgrading process has shown obvious volatility.Second,in the average level of marketization of sea area use rights in mainland coastal provinces and cities from 2006 to 2015,the level of marketization of sea area use rights showed a volatile upward trend.Before 2013,the level of marketization of sea area use rights was relatively low,and after 2013,The level of marketization of sea area use rights has risen rapidly.In terms of timing differences,from 2006 to 2015,the differences in the development of the marketization level of sea area use rights in the coastal provinces and cities of the mainland continued to expand.The development of the right to use the space in Shanghai has grown from nothing,from low to high.There are provinces with a high level of marketization of the right to use the sea in the three major marine economic zones,and they are provinces with abundant marine resources.Third,on the whole,the pollution level of the marine environment in the north is lower than that in the south,Shandong and Tianjin in the north have higher marine pollution levels,the pollution levels in Jiangsu,Shanghai,and Hainan in the south are lower,and the pollution levels in Fujian,Guangdong,and Guangxi are higher.A relatively distributed marine environmental pollution pattern with Shandong and Tianjin dominated in the north and Guangdong and Guangxi in the south has been formed.This is also roughly consistent with the level of marine economic development and the degree of sea area development and utilization in each province.Fourth,when analyzing the impact of the marketization of sea area use rights on marine environmental pollution,we found that the marketization of sea area use rights has a positive effect on marine environmental pollution,indicating that the marketization of sea area use rights in my country is at an early stage of development.The marketization of the right to use sea areas has currently aggravated the pollution of the marine environment.In order to promote the high-level development of the marketization of sea area use rights and alleviate marine environmental pollution,specific considerations can be made from the following aspects: first,continue to deepen the reform of the sea area use rights marketization system;second,optimize the supply structure and direction of sea area use;Third,promote the marketization of sea area use rights to ecological development.
