On The Coordination Mechanism Of Emergency Management Of Marine Environmental Pollution In China

The coordination mechanism construction of Marine pollution incident disposal is an important part of the construction of Marine emergency management system,which is of vital significance to the healthy development of Marine ecological civilization.The coordination mechanism of the disposal of Marine pollution incidents refers to the rapid,reasonable and effective response to sudden Marine pollution incidents through certain system design,organization setup and coordination means.The coordination mechanism of Marine pollution incidents mainly includes three main aspects: system design,organization setting and coordination means.Under this mechanism,Marine environmental authorities should,in the event of Marine pollution incidents,realize the rapid and effective treatment of Marine pollution through the use of organization,coordination means and technical means.This mechanism is open and can realize the benign interaction between government and society,which is conducive to the construction of social emergency management system.This study is based on "holistic governance theory" and "collaborative governance theory".Based on the connotation of Marine pollution incident disposal of coordinating mechanism is analyzed,summarized our country currently in Marine pollution incident disposal of the present situation of the coordination mechanism,points out its existing problems and analyze the reason,draw lessons from foreign experience in practice in the field,puts forward Suggestions of perfecting our country’s Marine pollution incident disposal coordination mechanism.In this paper,the text part of a total of five parts.The first part is to summarize this paper studies the theoretical basis of induction and make the connotation of the Marine pollution incident disposal coordination mechanism analysis,clear the connotation of Marine pollution incident disposal coordination mechanism includes:system design,organization setup and coordination methods applied in three aspects.The second part describes the current status of the current coordination mechanism for the disposal of marine pollution incidents in terms of institutional design,organizational setup,and choice of coordination methods.From a theoretical point of view,it analyzes the existence of a single entity in terms of coordination,and the existence of laws and regulations in institutional design.There are duplications or conflicts in the system and content,there is a problem of "regulations and regulations" in practice;there are problems in the organizational structure such as unclear organizational goals,unclear division of organizational power and responsibilities,and unreasonable organizational structure;etc.There are problems such as the inconsistent implementation of emergency coordination and the incomplete emergency supplies reserve network;and through the analysis of the emergency treatment of the “Sang Ji” incident,the problems emerged in the emergency coordination mechanism from the perspective of practice.In the third part,aiming at the problems existing in the above-mentioned coordination mechanism for the disposal of marine pollution incidents in China,the reasons for the problems were analyzed from the aspects of governance concepts,system construction,management systems,and emergency support systems.The fourth part analyzes and summarizes the advanced management and coordination experience of the United States and Japan in the field of marine emergency management,summing up the three aspects of system construction,organization construction,and the development of emergency coordination means.The fifth part proposes the policy recommendations to improve the coordination mechanism for the disposal of marine pollution incidents in China.The recommendations are as follows: Clear the organizational goals and coordination concepts of marine emergency management coordination;Continue to improve the legal system of marine management and emergency management,Optimize the legal structure of emergency management,Coordination of the ocean Relationship between management and emergency management laws;Continue to strengthen the construction of marine emergency coordination organizations,promote innovation in marine emergency management organizations,and improve the coordination system for marine emergency response;Continue to develop and increase marine emergency coordination methods;Continue to improve the construction of emergency coordination and resource support system for marine pollution incidents Study and establish a plan to introduce social forces to participate in the emergency handling of marine pollution incidents,and gradually introduce social forces to participate in the emergency disposal of marine pollution.
