Study Of ASEAN Countries Gover Nance On Marine Plastic Debris

In recent years,many ASEAN countries have been troubled with marine debris,especially marine plastic debris,which has caused a bad impact on the marine ecological environment.ASEAN countries also pay more and more attention to marine environmental problems,and have taken certain measures to deal with them.They have made a declaration on marine plastic debris governance.In this context,this paper attempts to discuss the status quo of marine plastic debris and its governance in ASEAN countries.This paper first makes clear the concept and problems of marine plastic debris,and at the same time leads to the main body of the governance,including ASEAN member states and ASEAN organizations.Then,the present situation of marine plastic debris in ASEAN region and the negative impact of marine plastic debris on the natural ecology and social and economic development of ASEAN countries are explained,which leads to the necessity of ASEAN countries to combating marine plastic debris.Second,this paper reviews the governance practices of marine plastic debris carried out by ASEAN countries,including the collective governance within ASEAN countries and within the ASEAN framework,as well as the governance cooperation between ASEAN countries and countries and organizations outside the region,which provides a basis for the discussion in the following chapters.Finally,this paper analyzes the positive impact and existing problems of the marine plastic debris governance carried out by ASEAN countries,and puts forward relevant suggestions for ASEAN countries and ASEAN level on how to further strengthen the governance.This paper argues that although ASEAN countries have reached consensus on regional cooperation and took measures on marine plastic debris,the lack of obvious results in the governance is related to the different problems in the regional and national governance.At the regional level,governance in ASEAN needs to further strengthen governance coordination and the implementation of measures.At the national governance level,ASEAN countries still have weakness in mechanism,implementation of measures,land debris recycling and governance construction,research as well as marine protection education.In addition,"national governance as the main body" is the character of the governance.It indicates that the current governance is still dominated by the internal governance of the member states,and the coercive governance measures and policies of ASEAN are weak,which is related to the non-interference principle of "ASEAN Way" to some extent.ASEAN countries still have much to well manage marine plastic debris.To reach governance goals,ASEAN countries can strengthen coordination at the regional governance and strengthen cooperation with countries and organizations outside the region.
