The issue of climate change continues to highlight and attracts the attention of governments and organizations all over the world. Due to the special geographical environment and relatively lagging economy, ASEAN region will show more vulnerability in face of the adverse impacts of climate change. At the same time, ASEAN region as the biggest integrated alliance in East Asia, along with the deepening integration, ASEAN's climate policy will make a greater influence on global climate negotiations. ASEAN and China are developing countries, grasping ASEAN climate policy will strengthen bilateral exchanges and cooperation, and contribute to safeguarding the interests of developing countries in the international climate negotiations.Based on the theory of policy process, This paper attempts to use the four stages of policy making,agenda setting, policy formulation, policy implementation and policy assessment as the research framework, to analyze the ASEAN conferences on environment and climate change and a series of declarations, resolutions issued by these conferences. Through 30 years of cooperation on environment and climate change, ASEAN member states' awareness of the dangers of climate change has been more profound, the areas of cooperation has also deepened and broadened and the mechanism of cooperation has been more robust. ASEAN has been trying to grasp the the initiative of regional affairs in the Southeast Asian region. By showing stronger solidarity, ASEAN is playing an increasingly important role in international cooperation. ASEAN`s influence on the international climate negotiations is gradually increasing. Influenced by ASEAN Decision-making way, ASEAN's own strength and other factors, ASEAN's cooperation on climate change has shortcomings such as low level of institutionalization, limited ability of the ASEAN countries and other issues. ASEAN's policy on climate change in the future, ASEAN way will continue to coexist with changes, climate change will be more concerned in the process of ASEAN's economic development, in addition, the international situation will further affect ASEAN's climate policy.
