The pipeline is a sort of an important infrastructure in a city. Being similar to the city road, it is the venation of the material flow and the information flow in a city. In fact, and it comes simultaneously forth with the emergence of the road. The pipeline is divided into two classes, namely the aground and the underground. The underground pipeline is the entity that can't be seen on the ground, and it is very important for their management. On the one hand, the population is booming in a city;On the other hand, the demand of the residenter in the city is higher and higher. Therefore, the underground pipeline becomes the Life Line of the city. But the category of the underground pipeline in the city is of diversity, including Water Supply Pipeline, Drainage Pipeline, Gas Pipeline, Power Supply Pipeline, Thermodynamic Energy Supply Pipeline, People's Air Defence Pipeline and Industry Pipeline and tube ditch etc.. In other cities there may be other the pipelines, for example, tramcar, transportation, street lamp and cable television etc. in a city. With the development of the city, the pipenet system would be huger and huger, and the complications for the management also will increase year by year. The urban planning management must be converted from the past military tactics of the human sea in the past and the manual operation to the stage of the researching, the investigating, the constructing and the developing of the city planning management information system. So it need construct a full-function pipenet information management system to be used expediently by the organizations of service for these pipelines i.e., the urban planning section, the construction supervisor section, the city surveys organization and urban construction archives ect..This paper elaborates on the design and the realization of the information management system, and it takes developing the information system on the city underground as the target and chooses the appropriate data management method. Aim at to the city that still be placed in the middle-size city currently, the thesis choses the information management system basing on the document-ralational database, chooses the SQL Server 2000 business databases to save the attribute data, and the files of the shapefile format to save the graphic data.The author uses the MapObject and Visual Basic to develop the PipeNet Information Management System on City Underground. This system includs many kinds of functions, such as the management of the external database, the management of the pipelines maintain information, the query of the graphic information, the analysis of the trouble, the consociation search of the externaldatabase and graphic and inner attribute data, editing graphic, creating the shapefile, creating the report forms and printing and the management of the customer information etc.. But as an information system, these functions are far from the request of the large customer, and still need to have other functions, such as the pipeline design, fractograph analysis and the complicated network analysis etc.. While it is very difficult for the author oneself to finish the information system, only some part of the functions have been carried out, and need continuously develop its other functions in the future in order to perfect it.
