Administrative village is the basic unit in rural areas, is also the ultimate goal of different information items by the government and all departments of society. In order to make the village become open, scientific and efficient, there are a lot of things in the administrative village need information technology support, an amount of data needed information technology manage. The research carried out the digital village management information system (DVMIS) design and development in order to meet the needs of village affairs, agricultural production and management and resource management in an administrative village for agricultural grass-root level.The main results are listed as the following:1. According to the modern software engineering technology, the system developed models and fashions were analyzed and compared. It was designed using a high-level programming language and a GIS component to develop the system, in accordance with spiral model.2. Developed DVMIS for desktop and online editions, which is a centre with agricultural production and management, with village affairs management, farmers management, production and management, resource management and other functions. DVMIS desktop can be installed into the PC, integrity machine with touch screen in the village committee. The server-side of the online version will be installed in the commission unit's server, and farmers could access through a browser, such as the Internet Explorer,360 browser, by the PC or integrity machine with touch screen in village committee or PC belongs to himself/herself.3. After soil sampling, spatial analysis, we could obtain the soil nutrient content, according to the modified fertilization model, and then guide fertilization by patch unit, calculate the amount of purchased fertilization by family unit, to provide decision support for farmers scientific application of fertilizers.4. Comparison of the method of patch acquisition, the result showed that patch graphics could gain through remote sensing mapping, and the patch attribute could obtain by field survey. This method could achieve a better balance between accuracy and cost.5. In the field of region fertilization dicision, append the soil conditions, nutritional characteristics of strains, fertilizers, and other factors to existing rubber nutrition diagnosis model, and then in order to make the model can apply in big scale level.6. Base on DVMIS resource database, the model of the farmland fertility evaluation model based on Model Builder and the mode of yield estimation based on field window was carried out. Comparing of the existing county farmland fertility evaluation, the model improve the application of AHP model, guidance of soil sampling, extension achievement and learning speed. The mode overcome the drawbacks of stricture representativeness of quadrat, great error, poor continuity, resampling and is considered to be a suitable mode of yield estimation for the southern China with disconnected field and complex plantation type. 7. County core soil sample resource library based on county soil testing and fertilizer project took into soil type, land use, spatial position and other factors. By inspection, this method can reflect the overall characteristics of soil samples better.Now DVMIS has deployed 4 administrative village. They are Huashi village Luohansi town Huangpi district of Wuhan city, Hubei province; Lvzhen village Guoyi town Xiangyang district of Xiangyang city, Hubei province; Liping village Hougang town Shayang county of Jingmeng city, Hubei province; Chashan village Nada town Danzhou city, Hainan province. Lvzhen village and Liping village DVMIS which was accepted by the National Science and Technology Ministry on Dec 26,2009, support by "the key technology research and demonstration of modern rural information (ID:2006BAD10A1304)" in "11th five-year" national science and technology support plan great project. Chashan village DVMIS was accepted by rubber research institute, CATAS on Nov 16,2010. In this four administrative village, DVMIS was used for village affairs, farmer management, production and operation management, resource management. The result shows that the system is steady and effective to do these jobs, and could be a tool for a kind of business management in administrative village, and also provide new idea and solution in the research of villages digital.
