| With the progress of society and the acceleration of modernization,the chemica l industry has developed rapidly.But at the same time,due to poor supervision and inadequate risk prevention and control,chemical production safety accidents are not uncommon,causing huge property losses and casualties to society every year.Therefore,it is particularly necessary to assess the risk of areas dominated by the chemical industry.The evaluation results can provide the safety supervision department with a focus list and strengthen supervision;at the same time,it can provide decision-making basis for the optimization and upgrading of regional industries and the location selection of residential areas.Based on this background,taking the mixed pavilion of hazardous chemical enterprises and residential areas as an example,the risk assessment of the hazardous pavilion was carried out from three aspects: risk assessment of hazardous chemicals production storage devices,emergency resource al ocation assessment and regional comprehensive risk assessment.The main research contents are as follows:(1)Using the national standards promulgated by the former State Administra t io n of Work Safety,quantitative calculations of individual risks and social risks were carried out on the 12 major hazardous enterprises in the Xiaoting District,and risk and countermeasure analysis was conducted;The GA(Genetic Algorithm)is used to optimize the analytic hierarchy process.Based on this,a risk assessment model for hazardous chemicals production and storage devices was constructed,using Python to implement the model,and using this model to conduct risk assessments for the 12 major hazardous chemicals companies in the Xiaoting District;(2)A certain exploratory study on the principle of risk compensation for emergency resources,and for different types and sizes of emergency resources,combined with their role in production safety accidents,the corresponding risk compensation value and risk compensation coefficient are proposed;Combining the principle of risk compensation,the compensation efficiency of different types of emergency resources in different distances around the hazard source is analyzed,and a risk compensation attenuation model based on the shortest path is proposed;Based on the risk compensation principle and risk compensation attenuation model,an emergency resource al ocation evaluation model was constructed,and the model was implemented using Python,and this model was used to analyze the emergency resource al ocation situation and surrounding emergency resources of the 12 major hazardous enterprises in Xiaoting District.The emergency resource al ocation of the entire Xiaoting District was evaluated;(3)Based on the principle of risk compensation and individual risk,a regional comprehensive risk assessment model was constructed,implemented on the Arc GIS platform,and using this model,the regional comprehensive risk of the Xiaoting District was obtained;Analyze the overall risk of Xiaoting District and put forward countermeasures.Based on the proposed countermeasures,the risks in the three aspects of the Xiaoting District were reassessed,and the results of the assessment were compared with the original assessment. |
