Research On Urban Public Emergency Risk Assessment And Emergency Management Platform Based On GIS

Urbanization has added new vitality and new opportunities to the development of human society. This phenomenon brings a lot of uncertain factors of hazards to our city at the same time. Urban public emergency caused by the growth of these factors, not only threatens people's life and property, but also causes enormous damage of human society and nature. However, current urban crisis management system still have many deficiencies, such as slow response, imprecise risk assessment risk assessment, manually dispatching emergency, etc. All of these have led to a difficulty to timely and effective to deal with urban public emergency. Therefore, there is an urgent need to create an efficient urban public emergency information system which can flexibly display, access a variety of urban public emergency information, provide rapid risk assessment, supporting assistance programs, and decision-making plans. Geographic Information System (GIS) effectively combines geo-spatial data and attribute data together helping people with a means of visual analysis and a kind of aid decision making for related analysis. This article will focus on how to use GIS technology in urban public emergency risk assessment.First, this paper studies current research status on urban public emergency risk assessment at home and abroad, describes the research objectives and research significance. Then, this paper studies urban public emergency's definition , it's type, stage, grade and its character. It is the premise of risk assessment. The urban public emergency risks are different from the general definition of risks. It also has new features in new period. Assessment of risk needs a certain degree of risk assessment model. There are two types of urban public emergency risk assessment model. One is general risk assessment model; the other one is common risk assessment model. Through comparing and researching a variety of urban public emergency risk assessment models, a mathematical foundation of the assessment construction has been built.In general, this paper covers the following areas:First, summarize the definition of urban public emergency, Classification, grading and staging, and characteristics. In new period, urban public emergency have its new characteristics. Second, do research on the definition of urban public, emergency risk, risk classification, risk level, risk assessment and risk evaluation indicators system. The definition of urban public emergency risk is a certain emergency may result in losses to the life and property and economic activities in urban areas with time limited.Third, do research on the model of urban public emergency risk assessment. It includes two kinds of models named general model and common risk assessment mathematical model. Systematically discuss in the modeling methods, scope, the advantages and disadvantages. This paper comes to a conclusion that combines two or more models to risk assessment will improve the accuracy of the result.Forth, do research on shanghai urban public emergency risk evaluation indicators system. In Shanghai urban public emergency risk assessment, it requires not only attention to the evaluation of different kind of risk factors, but also pay attention to Shanghai's other special factor, such as Shanghai's building density, building height, building gathering, pipelines, the terrain and other factors.At last, this paper uses MapX to develop urban public emergency risk assessment platform for emergency management. It carries out system's need analysis, design platform's database, and gives out its database structure and data relationships. This platform include System management module, based geographic information management module, geographic information management module, the map management module, risk assessment module and emergency management module. This paper discussed the city's major source of dangerous leak process in detail and drew its risk map in a quickly way with the risk assessment result.The realization of the system and its successful implementation will not only help urban managers gain a clear understanding of the urban emergency risk, but also give urban managers an access to emergency management decision-making and emergency rescue organizations, activities. This platform will certainly have a broad prospect.
