Financial Supporting Research In The Development Of Qinhuangdao Ocean Economy

In order to solve problems of global population growing,lack of land resources,especially the rapid increasing of non-renewable energy consumption and environmental pollution,deep development and using of marine resources are becoming a major consensus of human beings.Qinhuangdao city has 1805 square kilometers of sea area and 162.7 kilometers of coastline.Qinhuangdao is a famous tourist city with unique geographical advantages and abundant marine resources.As a breakthrough in the coastal strategy of Beijing,Tianjin,and Hebei Province,Qinhuangdao city is a test field for Hebei Province to adjust its industrial structure,fill in the shortcomings of marine industry development and change the mode of economic development.Qinhuangdao takes on the historical task of the transformation and development of marine economy in Hebei Province.However,inthe coastal open cities of China,Qinhuangdao's GDP is less than 100 billlion yuan,its economic development level is low,its marine economic development level is lower than other Chinese east coastal cities.Therefore,this paper researches how to push Qinhuangdao's marine economic development by fully developing Qinhuangdao financial resources and giving core function full play to the core role of finance in promoting economic development.First,through the analysis of the current situation of and financial support in Qinhuangdao city,this paper points out that there are some problems,such as financial policies and regulations to be strengthened,the financial system to be improved,the lag of capital market development,the low degree of direct financing,financial innovation ability,the lack of marine economic support and etc.Second,through the deeply analysis of the typical experiences of the United States,Japan,Guangdong Province and Shandong Province in supporting the development of marine economy,this paper summarizes that the main forms of support at home and abroad are government policy guidance support,bank credit support,improvement of marine financing policy law,establishment of marine industry fund,etc.At last,based on the present situation of marine economic development in Qinhuangdao city,the scale of financial market development and financing risk tolerance,as well as the development orientation of Qinhuangdao city,this paper puts forward countermeasures such as the establishment of marine economic financing policy and regulation system,and good financial environment,strengthening the regional marine financial service system and establishing Qinhuangdao marine industry fund and etc.The author of this paper hope to provide a useful reference for the formulation of financial support policy in the marine economic development of Qinhuangdao City.
