The construction of industrial park is a kind of land resource-intensive way,the core is through supporting services,unified planning,so that an industry can be relatively concentrated,reduce management costs of inputs,bring economies of scale.The establishment of industrial parks has had a profound impact on China's reform and opening up,regional economic development,institutional innovation,urbanization and so on.Due to the intense competition in the inter-city area,the industrial park needs to plan the development strategy and improve the performance of the industrial park,so as to continuously improve its core competitiveness,so as to realize the sustainable development of the park.In the context of economic globalization,the industrial park to promote regional economic growth is very important.The development of industrial parks has made important contributions to rapid economic development,urban modernization,reasonable use of land resources,accurate guidance of industrial agglomeration,effective improvement of investment environment,and overall improvement of regional energy level.Shanghai has become an important base of advanced manufacturing industry,the Shanghai Industrial Park performance evaluation and transformation and upgrading of research has very important significance.In the process of economic operation,the system state is changing.Therefore,we not only need to pay attention to the performance of several similar systems in the same time window,but also the change of the operating state of a system in different time windows.The CCR model and BCC model of data envelopment analysis can be realized.However,in reality,it is often necessary to analyze the dynamic state of multiple systems at different time windows,which is also called the dynamic evaluation problem with time series features,which can be realized by the dynamic DEA-malmquist index analysis model.In this paper,we use DEA static analysis model of DEA model to analyze the comprehensive efficiency,cost efficiency,allocation efficiency,pure technical efficiency and scaleefficiency of Shanghai industrial park by CCR model and BCC model of scale payoff invariant model And slack variables to analyze the reasons for the low performance of industrial parks in different time windows.Then,the dynamic DEA-malmquist index is used to analyze the effch,techch,pech,sech and tfpch..The dynamic change of industrial efficiency and the method of performance improvement are obtained.To provide useful management information and decision support for management decision-making departments.So as to achieve the industrial park to improve productivity,energy conservation and reduce emissions of environmental harmful effects,but also for the Shanghai Industrial Park and other industrial parks in the future transformation and upgrading of the lessons learned can be learned from the experience and suggestions.
