Study On Henan Higher Education Efficiency Evaluation And Promotion Strategy Under The Background Of Supply-Side Reform

With the large-scale expansion of China's higher education,the development of higher education in Henan province has made considerable progress.The scale of school has also been greatly improved,but the distribution of educational resources is still uneven.The problem of wasting educational resources and low efficiency have become increasingly prominent.And most of universities rely on foreign borrowing which has been the potential risks for the development of higher education.In recent years,more and more attention has been paid on the development of higher education and the investment in higher education is still increasing year by year.It has been an inevitable trend for the higher education from extensive development to connotative development.So it is very important to pay attention to measure the input-output efficiency of higher education and improve the quality of higher education.This paper is based on the actual development of higher education in Henan Province,and the relevant theoretical researches and summary,respectively invests the panel data of 30 higher schools during the year of 2006-2015 and the data of input and output during the year of 2012-2014 in Henan as the research object.It also uses two sets of evaluation index---the super efficiency SBM model and Malmquist index model from two aspects of static and dynamic analysis and evaluate the input-output efficiency of higher education in Henan province.The main contents of this paper include:(1)Introduction about the relevant literature and research in the input-output efficiency of higher education;(2)Introduction about the concept of input-output efficiency of higher education and basic theories,and introduces the related theory of data envelopment analysis methods and its application in the field of higher education;(3)Introduction about the recent development situation of higher education in Henan province and higher education investment changes in output as a whole;(4)An evaluation system for input and output indicators of higher education in Henan Province was constructed,and the selected input indicators and output indicators were analyzed.The super-efficient SBM model and the Malmquist index model using DEA method were respectively applied to the efficiency of higher education in Henan Province from 2006 to 2015.In 2012-2014,the input-output efficiency of 30 representative universities in Henan Province was empirically analyzed;(5)Finally,through the empirical analysis of the input and output efficiency of higher education in Henan Province,we find the existing problems and the direction of improving each decision making unit,and provide some policy suggestions for improving the input and output efficiency of higher education.
