With the continuous development of industrial industry,increasing resource consumption and increasing environmental pollution,people began to realize that industry should develop in harmony with the energy environment and pay more attention to sustainable development.However,how to ensure the sustainable development of industry while reducing energy consumption and pollution,and how to achieve multi-win in industrial development,energy utilization and environmental protection,will be a major problem encountered in the current industrial development process.This paper will use SBM-Undesirable model and gray correlation analysis to study the industrial energy and environmental efficiency of Anhui province from 2012 to 2016,and according to the results of the study,put forward targeted improvement measures.Firstly,this paper takes five industrial input-output indicators of each prefecture-level city in Anhui province from 2012 to 2016 as research samples,uses SBM-Undesirable model to measure the industrial energy environmental efficiency value of each city in Anhui province in the past five years,and defines the coordination between industrial development and energy environment under the model.On this basis,the efficiency value is analyzed from the perspective of cities,regions and the whole province.Combined with the redundancy deficiency rate of each index,the reasons for the low efficiency value are analyzed.In order to further study the industrial energy and environmental efficiency,besides using input-output indicators to evaluate the efficiency,it also makes supplementary analysis from the four aspects of industrial structure,education level,capital investment and industrial research and development,calculates the correlation degree between each factor and the industrial energy and environmental efficiency value of each city in Anhui province by using the grey correlation analysis method,and defines the correlation degree between each factor and the efficiency value under the grey correlation analysis method.Also from the perspective of cities,regions and the whole province,the correlation degree is analyzed.Finally,according to the results of the study and the actual situation in Anhui Province,some pertinent suggestions and suggestions are put forward.The conclusions of the study include:(1)The overall industrial energy and environmental efficiency value of Anhui Province is low,the average efficiency during 2012 to 2016 is only 0.468,and there is more room for improvement.However,from the perspective of the changing trend,the overall efficiency value shows an upward trend,indicating that the overall industrial energy environment of Anhui Province has continuously improved in the past five years.(2)Except Hefei City,Wuhu City and Huangshan City,the other 13 prefecture-level cities in Anhui Province have relatively low industrial energy and environmental efficiency and have relatively large room for improvement.By analyzing the redundancy deficiency rate of input-output indicators,there is more or less redundancy between input indicators and unexpected outputs in the 13 prefecture-level cities.From the perspective of the three major economic regions,the efficiency values show a spatial pattern of central Anhui>southern Anhui>northern Anhui.moreover,the urban development in southern Anhui is less balanced than that in central Anhui,resulting in uneven phenomenon.The efficiency value in northern Anhui is relatively low and there is a big gap with that in southern Anhui and central Anhui,and there is a great room for improvement.(3)The industrial structure and educational level have a great influence on the industrial energy and environmental efficiency of each city.While each city continuously increases educational investment,it should pay attention to the coordination of industrial structure.In addition,the investment in industrial fixed assets in Huangshan City and Bengbu City and the R&D project of industrial enterprises in Hefei City,Bengbu City,Wuhu City and Xuancheng City also have a significant impact on the industrial energy and environmental efficiency of their respective cities.In the process of industrial construction in the future,each city will pay attention to the key areas of development.Finally,according to the research results of this paper,the corresponding improvement opinions and suggestions are put forward:?narrow the development gap between cities and regions;?optimize the industrial structure of cities and develop advantageous industries;?reduce the redundancy of urban investment;?pay attention to the focus of urban investment;?pay attention to environmental protection and formulate relevant environmental protection policies;?pay attention to education and personnel training.Figure(9)table(9)reference(65)...
