To build perfect evaluation indicator system and the scientific method of geographic information project evaluating, it plays an important role in the building and development of geographic information engineering, in the using of manpower, material resources and finance rationally, in the priority of developing significant geographic information engineering and ensures the built system bring better profit of economic and social.With the requirement of both economical and social development, and the requirement of its inner development of geographic information engineering itself, Building a considerable evaluation indicator system is the precondition to make that decision which projects are established scientifically and to measure and direct that information system keep running efficiently and smoothly. Applying a considerable comprehensive evaluation model in analyzing and evaluating the geographic information engineering can guarantee what the it is built at the correct directions and is evolved healthfully at appropriate scale and speed.The research kernels in this dissertation are evaluating progress, indicator system, theory and method of the geographic information engineering comprehensive evaluation. Primary works focus on follow five aspects.1) Put forward 4-Dimension system framework of geographic information engineering considering environment interaction parameter. There exist the exchange of material, energy and information between system and outside environment and the change of outside environment will cause the change of the inner of system. Thus, the author lucubrate the theory of system method, analyze the characteristic of geographic information engineering and emphasize the importance of environmental adaptability in building geographic information engineering.2) Research on scientific evaluation progress system of geographic information engineering. The author anatomize all implement phase of geographic information engineering based on the phase of progress with the guiding of the theory and method of software engineering, bring forward the evaluation progress system based on the planning, implementing, promoting stage of project.3) Designed systemic evaluation indicator system of geographic information engineering. Six aspects of geographic information engineering are analyzed in detail thoroughly which contain organization, capability, benefit, data, user and environment. And then, the author constructed an evaluation indicator system made up of 8 first class indexes, 22 second class indexes and 129 tertiary class indexes based ondifferent stage of comprehensive evaluating progress. Furthermore, the organization of indexes in the system was optimized according to DEA theory.4) Introduced DEA as an applied mathematics method to carry on comprehensive evaluating of geographic information engineering for the first time. Proceeding from the guiding principle for evaluating based on methodology of Wuli-Shill-Renli, the author has analyzed the limitations of traditional DEA model which evaluates DMUs' relative efficiency from one side of inputs and outputs by a practical evaluating application and improved the original model as a modified model involving the preference of decision-maker in order to emphasize influence of environment and people.5) Developed comprehensive evaluating software system of geographic information engineering. Designing and realizing of the system was based on DEA theory and the practical evaluating progress. The system is effective and expandable that can be used in geographic information engineering and other fields through expanding indicator database and evaluating model database.Six chapters compose the dissertation.1) Chapter one provides an introduction, which puts forward the importance of the dissertation's theme, and concrete problems to study, which this paper is studying was introduced. With commenting the domestic and international researching situation and analyzing the problem existed in present researching, a thought for solving such problem was forwarded. The main content of this paper was introduced in the chapter.2) Chapter two was concerned about the general evaluation process architecture for geographic information engineering <> Basing on the systematic methodology, the characters of system engineering methods such as hard, soft systematic methodology and meta-synthesis discuss hall were discussed. The characters of geographic information engineering was analyzed, the new built 4-dimention architecture was exploited and scientific evaluating process architecture and the key problems in it was forwarded based on different project stages of planning , coursing and elevating by analyzing the entire building process of geographic information engineering.3) Chapter three puts forward the guiding principle for evaluating based on methodology of Wuli-Shill-Renli and collects Data Envelopment Analysis to implement comprehensive evaluating of geographic information engineering. The eastern and western methodologies were widely discussed from the concepts to the theories of systemic evaluating and those evaluating methods were summed up. .The DEA method was selected as general method for evaluating geographic information engineering by the features of general evaluating towards geographic information engineering. The theory of DEA was introduced and those advantages of it were analyzed also.4) In chapter four, the building of systematic evaluation indicator system based on DEA theory was discussed. According to the theories of indicator system creating, the common principles which make indicator system of evaluating geographic information engineering is given. And based on the requirement of choices of items of input/output in DEA, some optimized processing methods such as non-dimensional quantities and indicator simplifying were discussed. Then it was discussed that designing of the DEA based indicator system of evaluating geographic information engineering which six aspects related to the inner determining mechanism including organization, performance, efficiency and benefit, data, users, building environment was considered.5) In chapter five, a practical study case is introduced which applies a improved evaluation model. According to the evaluating processes, indicators and models as former charter mentioned in former charters, a software application which aimed to generally evaluating geographic information engineering was built and its thoughts of design , logical architecture and run process was introduced. In that case, a solution of Land Resource and House Management Information System was studied. Being considered the limitation of present DEA model, and being added some preferences to improve the model, the concrete general evaluation steps which applied the model was issued. The consequences were analyzed also in the chapter.6) Chapter six is conclusion, which provides main research conclusion of this dissertation and problems needing future study.
