The Government has been playing an important role in the development course of tourism.As the tourism grows to be more and more market-oriented,Government's role also changes.Currently,China states in the social and economic transitional period,thus it means significantly to emphasize the conversion of tourism function and the influences of Government to avoid Tragedy of Commons,realize the sustainable development of tourism and improve the harmonious development of society.The paper discussed the evolvement of Government's function during the development course of tourism based on explaining the concept of common resources tourism products,and analyzed the related impetus as follows:1.Government Dominating Period(1949-1977),mainly cycling around the abuse of planning economic system and the growth of tourism's function on diplomacy and economy;2. Government Leading Period(1978-end of 1990s),elaborating the transfer of planning economy to market economy and the demand of immature tourism system in China;3. Government Guiding Period(end of 1990s till nowadays),analyzing from two aspects of why Government should be introduced into market and why Government should guide the market.In the forth part,the paper put forward that under the Government-guided tourism development mode,Government shall exert the functions of policy-making,legislating,tourism planning,negotiating and promoting,and releasing power respectively on the development and management of common resources tourism products on the premise of reasonably regulating the market,so as to introduce enterprise capital and lead the healthy development of tourism.
