Study On The Management System Of SJT District Government Investment Plan

Government investment plan is an important means to manage "government investment".The management of Chinese government investment plan started late,and the theoretical basis is not firm enough at present,so relevant laws and regulations need to be established and improved urgently.Local governments have different management institutions,methods and modes for government investment plans.At present,China is still in the medium-speed development stage.Local governments generally face the problem that there are many government investment projects and construction funds can not match government planned investment.This paper takes SJT District Government Investment Plan as the research object,takes the existing problems and causes of SJT District Government Investment Plan as the research direction,takes the aim of trying to establish the management system of basic level Government Investment Plan with perfect management system,overall planning and scientific planning management system,and provides local governments with scientific layout,reasonable expenditure of financial funds,improvement of government investment decision-making system and better results.Provide decision-making basis by giving full play to the benefit of financial funds.Through data analysis of SJT District Government Investment Plan from 2013 to 2019,this paper finds the following three problems: first,some projects listed in the plan do not start construction according to the plan;second,some projects listed in the plan are not completed according to the plan;third,some urgent construction projects are not included in the plan.The main reasons are: the gate leading the HQ is not tightly gated,the management of government investment plan is not scientific enough,and the construction department lacks long-term planning and overall planning.Therefore,in light of the actual work,I put forward three suggestions on improving the management system,coordinating planning and project reserve,and improving the scientific level of plan management.Exploratory proposals are put forward to construct SJT district management system through three dimensions of method,system and process by combining qualitative and quantitative methods.Taking the renovation project of No.1 building of Shenyang SJT District Center for the Aged,the new project of Shenyang XXX Middle School Teaching Building and Student Dormitory,and the new project of Shenyang XXX Sewage Treatment Plant as examples,the calculation and management system of index evaluation model is established.The whole process is simulated to verify its effectiveness.
