On The Current Situation And Countermeasures Of Basic Endowment Insurance For Urban And Rural Residents In Huadu District Of Guangzhou

With fairness and justice and equitable access to basic public services,this paper analyzes the status quo of basic endowment insurance for urban and rural residents in Huadu District of Guangzhou from the point of insuring,fund raising,business handling,fund management.Although the basic endowment insurance for urban and rural residents in Huadu District of Guangzhou has made some achievements,there are still some problems such as expend scale can’t meet the needs of all,the service level is not high enough,low level of pension,single channel of fund raising and so on.Through the analysis of the causes of the above problems,this paper believes that it is related to the insufficient level of financial investment,the imperfect pension adjustment mechanism,the shortage of handling personnel and other factors.Based on domestic and foreign research theories and successful experience of some regions,combined with the actual situation of Huadu District of Guangzhou,this paper proposes improvement countermeasures from six aspects,hoping to play a certain role in the improvement and implementation process of the basic endowment insurance system for urban and rural residents.First of all,to strengthen the policy propaganda and change the concept of pension.Secondly,adjust the payment mode and encourage the public to participate in.And then,innovate working mode and improve service level.Next,increase financial input and establish a mechanism for pension benefits.Fifth,expansion the way of raising funds in all directions and carry out the collective subsidies.Finally,strengthen management of the fund and raise the level of pension.
