Current Situation And Countermeasures Of Balancing The Basic Urban And Rural Endowment Insurance In Hebei Province

To build a balanced urban and rural endowment insurance system is a new requirementof building a moderately prosperous society, which is beneficial of balancing urban and ruraldevelopment. During the18thNational Congress of the CPC, the goal of building amoderately prosperous society in all respects by2020was proposed, which put forwardspecific requirements of balancing urban and rural social welfare system. In the process ofbuilding a moderately prosperous society in all respects, first we must start form the people’slife, and adhere to the people oriented, to solve the fundamental problems of people’s life.Social security system is one of the most important parts in social insurance, but the toppriority is the social insurance pension. Within the range of urban and rural areas, establishinga unified, universal coverage of the pension system can reflect fair theory, and for maintainingthe social stability, it has important theoretical and practical significance of achieving the goalof building a moderately prosperous society in all respects by2020.With China’s reform and opening up gradually deepen, the social security constructionimproved. Currently, China has established a “social insurance as the main body, universalbenefited” endowment insurance system. In May2012, Hebei Province took the lead inmerging urban social endowment insurance with the new rural pension insurance. And Hebeiprovince made great progress in balancing urban and rural basic endowment insurance systemin the next two years, but they also faced some difficulties and problems. In this paper,problems of urban and rural basic endowment insurance system in Hebei province will beexplored by using history and logic, theory and practice, policy and handling, and qualitativeand quantitative methods. Through analyzing current situation of urban and rural endowmentinsurance system in Hebei province, the paper will identify the main problems of theendowment insurance system and propose some suggestions and countermeasures.The paper is divided into five parts. Chapter one will discuss the background andmeaning of this research, and give reasons of establishing urban and rural endowmentinsurance system in Hebei province. Chapter two is an overview of the theory of urban and rural basic endowment insurance system, defining concept and discussing theoretical basis ofbalancing urban and rural endowment insurance system. Chapter three will exploreestablishment of urban and rural endowment insurance system through historical andconceptual perspectives. Chapter four will analyze current situation of balancing urban andrural basic endowment insurance system from sides of the status and existed problems. Thefinal chapter will provide suggestions and countermeasures for improving the urban and ruralendowment insurance system in Hebei province, and benefiting this system from a practicalpoint of view.
