Specialized farmer cooperatives are based on democratic management of resources.As a modern and new mode of operation,it plays an extremely important role in the development of modern agriculture,and also plays a certain role in the increase and growth of farmers' income.In recent years,the state has introduced a series of policies to support cooperatives,making the number of cooperatives grow rapidly.The development speed is fast,but there are many problems in quality.Many cooperatives do not operate in a standard way,their management is not in place,their members are obviously heterogeneous,and their service system is not sound enough.Therefore,they need to be further strengthened and strengthened to guide and support their standardized development.As an important factor influencing the degree of cooperative governance,governance structure naturally becomes the focus of research.Alar city is located in the first Division of Xinjiang Production and Construction Corps on the edge of the Taklamakan Desert in the northwest of China.It is mainly agricultural and abounds in dates,walnuts,cotton and other crops.In 2007,China's first law on farmers' Professional cooperatives was promulgated,and in 2009,Aral Sea city began to register and establish farmers' professional cooperatives.Since then,this new type of peasant organization officially appeared in the history of Xiancheng.With the support of the Cooperative Law,the number of specialized farmer cooperatives has been growing rapidly,but the quality problems such as irregular operation and lagging management level are prominent,and many of them are not developing satisfactorily.As the main vitality of cooperative,its governance structure is bound to become the most intractable problem.This article adopts the method of literature reading lots of related literatures to master basic knowledge and theory of cooperatives,through on-the-spot questionnaire survey and interviews to understand the development of the farmers' basic professional cooperatives in Alabama and governance,randomly selected from 24 Alabama,in-depth study of farmers' professional co-operatives as samples cooperatives cooperative governance structure,mainly includes the member representative assembly,the board of directors and board of supervisors and managers of the setup andoperation and maintenance members rights.Four local cooperatives with good development and influence are selected as specific cases for in-depth analysis of the governance of cooperatives.The results show that the phenomenon of "insider control" is serious,the governance mechanism is not perfect,the common members' consciousness of participating in collective affairs is weak,and the democratic decision-making is replaced by the core members' decision-making.Based on the analysis of the root cause,in fact,a very important reason is the lack of profitability of cooperatives,which is not enough to arouse members' interest in cooperative governance.In addition,there are members of the cooperative knowledge understanding and so on.It is suggested that the specialized farmer cooperatives in Alar city should improve the decision-making mechanism of the council,strengthen the construction of the supervision mechanism,perfect the system of member(representative)congress and enhance the incentive mechanism of the cooperatives.
