| Farmers'cooperatives are the self-operation, self-service, self-financing cooperative economic organizations that the independent agricultural production operators associate voluntarily to maintain and develope the interests of members. In our country, in keeping with the above definition of farmers'cooperatives budded in the1980s, had been developed progressively in 1990s, in the 21st century ,they enter the stage of rapid development. According to the Ministry of Agriculture survey, there are 150,000 normal farmers cooperatives in our country, the number of members had reached 23.63 million, ac-counting for 9.8 percent of the total number of farmers. These farmers'cooperatives around the local agriculture-led industrial development, in order to supply the majority of farmers with agricultural goods, agricultural products processing, products sales, marketing information, technical exchanges, such as a wide range of services, some also played the role of unifing brand and regulating price, they effectively solve the docking problem of small farmers with the largest market. They has played a very good role in adjusting agriculture structural, increasing farmers'income and the efficiency of agricultural.However, the farmers'cooperatives is not as fast and good as expected in the development , in fact, they are often full of twists and turns. As a result of the high heterogeneity such an resource endowments, participation purpose and assumption role among members , commitment to making the governance problem of cooperatives more prominent from the very beginning. At present, the most worrying situation is that a considerable number of farmers'cooperatives are small-scale, non-standard, lacking of specific management systems, such as the procedure of system, supervision system, financial management system, operation and management arbitrarily large, and even set aside the management system, does not statute by the rules. Members concerned about whether the leaders of cooperatives to help them sell products or supply technology, information services, as to how to operate and management the cooperatives, what rights they have and what obligations they should bear, members disinterest. In the process of farmers'cooperatives further towards the stage of standard development, to perfect the governance structure, enhance the level of cooperation and standardize the cooperation mechanism is particularly important.This paper is based on the theory of governance structure and agricultural cooperatives'governance structure, combines normative analysis and empirical research , unities qualitative analysis and quantitative research methods, according to investigate information of farmers'cooperatives of Anhui Province, to explore farmers'cooperative governance, analyze the status quo of cooperatives'governance, come to the problems that exist in cooperative governance. So in the future these issues will be resolved gradually, cooperatives can give better service for members as the same time develop normally.This article is divided into five chapters. The first chapter introduces the study status quo at home and abroad, study purpose, meaning, as well as the study scope of farmers'cooperatives in this article. The second chapter introduces the basic theory of cooperative governance, including the general theory of governance structure and management structure theory of agricultural cooperatives. At the same time also introduces the internal governance structure arrangement of farmers'cooperatives and its types in our country. Chapter three first introduces Anhui farmers'cooperatives develop status quo, characteristics and effect;then take several cooperatives as examples, presents governance structure types and the characteristics of Anhui farmers'cooperatives.The fourth chapter based on the questionnaire, analyses in detail of Anhui farmers'cooperatives governance status quo. At the same time we takes the Qinglong rural tea Association in Ningguo city for example, leads to the first big problem of cooperatives management: dependending on capable villagers highly. The other three major issues of cooperative governance are in the following analysis: cooperatives dependending on the leading enterprises too high, so they become the appendages of enterprises;cooperative mechanisms are not democratic; The vast majority of the members do not have a strong sense of belonging, participation enthusiasm is not high. The last part of the article put forward a few suggestions: we can considered to control the tendency of capital to the appropriate extent in the cooperation organization that the leading enterprises and capable villagers play a separate role;In the place that cooperation organization itself play a separate role , we can guide them appropriately to accept some of the better enterprises radiation, in order to deal with the relationship among cooperatives,enterprises and capable villagers. By ensuring the members right of vote, completing the mechanism for the distribution of benefits, clearing the members responsibility and perfecting members participation mechanisms to establish real democratic decision-making, democratic management and democratic supervision mechanism. |
