The Research On Performance Evaluation And Influencing Factors Of Farmers' Specialized Cooperatives

Farmers' specialized cooperatives,as another rural micro-organization innovation and a new type of agricultural management body after the household contract system,use the special advantages of the democratic unified management model to drive farmers to enter the market,develop rural collective economy and innovate rural society.With the continuous standardization of the development of farmers' specialized cooperatives,problems such as small-scale development and lack of professional talents have emerged at the historic moment.Therefore,cooperative performance evaluation and performance influencing factors have become important research directions.Constructing a scientific and effective performance evaluation system for farmers' specialized cooperatives and analyzing the key factors that affect the performance level can promote better and faster development of cooperatives.Farmers' specialized cooperatives in Liuba County are located in the mountainous region,and their development in recent years have typical significance for the integration of existing resources,innovative agricultural production models,development of modern agriculture,and improvement of farmers' living conditions in the vast mountainous rural areas.This paper selects 20 farmer specialized cooperatives in Liuba County as samples,based on the cooperative economic theory and triple surplus theory,etc.,uses the analytic hierarchy process to build a performance evaluation index system,assigns weights to each index,and calculates the cooperative performance level.Analyze the factors that affect the performance level.In this paper,through descriptive analysis of the production and operation mechanism,public service mechanism,internal management mechanism,fund allocation and guarantee mechanism of the 20 farmers' specialized cooperatives in Liuba County,the performance evaluation and performance influencing factor indicators are selected to construct 7 secondary indicators,24 three-level indicators of the performance evaluation indicator system of farmers' specialized cooperatives.According to the field survey data and the linear comprehensive evaluation model,the second-level indicator performance values and comprehensive performance values of 20 farmer's specialized cooperatives were obtained,analyzed by comparison and ranking,and the performance influencing factors were summarized according to the level of performance level.The research results show that(1)the farmer's specialized cooperatives in Liuba County are in the initial stage of development as a whole.There are still problems such as small scale of development and imperfect internal management mechanism;(2)cooperatives with high performance levels are presented in the development model similar features;(3)farmer's specialized cooperatives in Liuba County have excellent performance in providing services and controlling quality,and have the lowest performance in resource allocation;(4)propaganda and education popularity,whether it is standardized production,whether to apply for agricultural products brand,cooperative management system,whether to distribute profit according to stocks,the situation of the chairman and government support have significant impacts on the performance of the cooperative.Therefore,through the analysis of the results,the following policy recommendations are obtained:(1)innovate the main body of governance and unit the party?village and cooperatives;(2)introduce professional talents and improve the quality of the members;(3)joint development of industry and establish brand awareness(4)standardize organization system and strengthen democratic management;(5)improve the interest mechanism and promote sustainable development;(6)improve the support system and strengthen policy support.
