| Equipment manufacturing industry is the cornerstone of a country’s industrial development,and high-end equipment manufacturing industry as its core component is of great significance to enhance the industrial value chain,promote the optimization of industrial structure,and enhance the competitiveness of the industrial market.With the developed countries taking the transformation and upgrading of manufacturing industry as the core strategy,China has also introduced a series of major measures,such as China intelligent manufacturing 2025 and the new generation of artificial intelligence development plan,in order to seize the development highland of manufacturing industry and realize the transformation from a big manufacturing country to a powerful manufacturing country.However,in the field of high-end equipment manufacturing industry,there is still a big gap between China and developed countries.How to promote the healthy development of China’s equipment manufacturing industry,especially how to inject fresh energy into the high-end equipment manufacturing industry of Heilongjiang Province,which is one of the traditional old industrial bases,and how to explore a suitable development model for it,is an urgent problem to be solved.Relying on the basic advantages of traditional old industrial bases,the high-end equipment manufacturing industry in Heilongjiang Province has developed rapidly in recent years,but it has made gratifying achievements while the problems are still serious.The independent R & D strength of high-end equipment manufacturing industry is weak,the core parts and components are dependent on imports;the capital investment is insufficient,the development scale is small;restricted by traditional models,the innovation vitality is insufficient,and so on restrict the development of high-end equipment manufacturing industry.Although in recent years,Heilong Province has made a lot of efforts in business environment optimization,introduction of advantageous talents,and cultivation of emerging strategic industries,it is undeniable that there is still a large development space for high-end equipment manufacturing industry,and the development potential needs to be activated.Firstly,this paper introduces the development status of high-end equipment manufacturing industry in Heilongjiang Province in detail,analyzes the outstanding problems in the development process and summarizes them;secondly,it elaborates the three main development modes of high-end equipment manufacturing industry,and sums up the connotation,development characteristics and trial conditions of the three modes to pave the way for the subsequent mode selection;thirdly,using a combination of theory and practice to understand the actual situation of high-end equipment manufacturing in Heilongjiang Province in detail,it is proposed from the perspective of the relationship between the government and the market that the government-led technology innovation alliance should be established at the current stage under the industry-university-research-use model.The approach is: government-owned enterprises and universities build an innovation platform driven by state-owned capital,industrial parks accelerated by state-owned capital to accelerate innovation project incubation,state-owned capital promoted leading enterprises in the park,and gradually strengthen market forces within a reasonable and controllable range,and finally realize the organic combination of government intervention and market mechanism.At the same time,it uses the questionnaire survey method to carry out auxiliary research,and suggests that high-end equipment manufacturing industry in Heilongjiang Province adopt development mode of production,study and research.Finally,combined with the characteristics of the development mode of production,learning,research and use,which requires the internal,external,internal and external development to be fully coordinated,put forward targeted development suggestions. |
