Economic and technological development zones recently display the trend of transforming from "zone" to "city" under the influence of novel urbanization and the new normal economy situation.How to realize high quality development is a controversial topic of development zone.Among the substantial practices of the development zone,Baiyin West Economic and Technological Development Zone doubled its land area between 2009 and 2018 and maintained a favorable match of the population urbanization and land urbanization.This paper interprets how the Baiyin West District government and market interact each other from the perspective of land supply,therefore explores the behavior mechanism of land supply promoting the positive development of urban expansion,and explains two land supply methods of the influence and response that land development timing sequence and spatial layout posed on its different lag periods in the development process.Through sorting out the relevant studies first,the author later employed citespace to reveal how land supply interact with urban expansion mutually and thus suggested a positive urban development model where land supply promotes urban expansion.Based on the panel data of Baiyin West District from 2009 to 2018,the land supply method was analyzed on the aspects of time sequence and spatial layout.ARMA and VAR model were built to fit the land transfer market changes in Baiyin West District and demonstrate the relationship between the land supply area and the unit land transfer price.The result indicated:First,there is a significant short-term promotion effect between the allocation and transfer of the new urban area.The respond peak value of this interaction can appear from six to nine months since one changed and vice versa.Second,the infrastructure investment can stimulate the city development and government can also benefit from land marketization in return.Third,positive increase in the amount of land supplied will constrain the unit land transfer price.Fourth,land value mainly depends on the flow of people.In addition,own properties of land and the ambient land use types are also vital factors that affect the land value.Fifth,Baiyin West District could adjust the economic benefits of land space by optimizing the type of construction land allocated.Sixth,it is worth noting that Baiyin West District tends to achieve politic growth rather than to achieve the maximization of land benefits.
