Regional urban cinstructure land spatial expansion is a process of geographic spaceexpression and interactive relationship between human and land. During the current rapidurbanization process, there emerge series sustainable development problems in China, such as, thebasic national situation that many people and little land and the huge development land demands,resulting in human-land conflict, and the control situation of the total regional urban constrctionland is grim; it is not unified national interest objectives among regional urban constrction landand ecological land and agricultural land, resulting in uncoordinated land structure configuration;benefit "non-Pareto optimal" of the total regional urban constrction land inputted, resulting inspace allocation uncoordinated of regional urban construction land input; and uncoordinatedregional development, and so on. It not only reveals the apparrent conflicts between human andland, but also severely restrict in promoting the sustainable development process quickly in ourcountry, which means a further study to continue.Hence, based on the perspective of reverse thinking and problem diagnosis,combined with “property region” theory, regional externality theory, game theory andthe theory of governance for sustainable development, from rhe following threeaspects that: unreasonbleness of the regional urban construction land's total control,uncoordinated land structure configuration among regional urban construction land andaricultural land and ecological land, low efficiency of space allocation uncoordinated ofregional urban construction land input, this research established a reasonablenessidentification system of our country's regional urban expansion, and combined withgeography classic “pattern-efficiency test-mechanism-control” paradigm, anddone an empirical analysis to our country's regional urban cinstructure land spatialexpansion in2008on the basis of accessibility and consistency of data collection, inorder to explore its inherent regularity features.The findings show: in the study periods,1) there certainly exists an apparentnon-coordination status in the space expanding process of China's urban constructionland–it somewhat fails to control the total amount of urban construction land; thenon-coordination condition also appears in the matching structure of agricultural landand ecological land; the space allocation of given urban construction land isnon-coordinated as well and presents some regular features: area specific feature, theeffect of natural geography cost like climate and terrain, the effect of city scale, the effect of location, and the effect of the administrative hierarchy system, etc.2) theefficiency test of urban constructure land input also verified the conclusion thatcalculated by the above udentification system.3) Mechanism analysis showed that,the existences of property region and regional externalities are the main reason thatnon-coordination status in the space expanding process of China's urban constructionland, which to some extent caused the property regional government's “expansionimpulse”. At the same time, the elements of the development demands, capitalshortages and the land property differences, the basic properties of regional geography,the historical legacy, and the adjustment of administrative divisions also playedimportant roles to it.4) Norms the property regional government's action, improve theland market, promote land development rights "area replacement", and theimplementation of differentiated partition, classification regulation and supervisionand management are the main response regulation of countermeasures andsuggestions.We can say that the research on non-coordination of urban constructure landspatial expansion is a positive response and feedback to the current hot issue ofsustainable development, such as “over expansion",“advocation of space constraint”,"space mis-match", and so on. Which, to some extent, makes up for the deficiency ofthe current research on rationality evaluation of urban constructure land spatialexpansion? Those have important theoretical and practical guidances.The whole paper was divided into7chapters.First: The introduction part. This part includes the research background, researchsignificance, related literature and basic theories, basic research framework andcontent and technical route.Second: Concept discrimination and its identification system of non-coordinationin urban constructure land spatial expansion. This part include three aspects cintentsthat the concept discriminations of urban, order and disorder, non-coordination ofurban constructrue land spatial expansion, the characteristics induction of thenon-coordination of urban constructrue land spatial expansion, and the identificationsystem of the non-coordination of urban constructrue land spatial expansion.Third: The identification of the non-coordination in China's urban cinstructureland spatial expansion. At first, this part introduced the nessessary data sources and itsprocessing, and then, from the perspective of the non-coordination of total control ofurban constructure land, the non-coordination of the structure of agricultural land andecological land, and the non-coordination of the space allocation of given urban construction land, this part, on the basis of partitions (eastern, central, western andnortheastern of the four economic zones) and categorical (Administrative level, citysize, transportation, urban nature, terrain conditions and weather conditions) thinking,identified the non-coordination in China's urban cinstructure land spatial expansion.Forth: Efficiency test of the non-coordination in China's urban constructure landspatial expansion. The part contents include the relationship discrimination betweennon-coordination and efficiency, the efficiency evaluation of China's urbanconstructure land input, and the relationship analysis between non-coordination andefficiency in China's urban constructure land spatial expansion.Fiveth: The mechanism analysis of the non-coordination in China's urbanconstructure land spatial expansion. From the following six perspectives, propertyregion and regional externalities, development demands and capital shortages and thenon-coordination of land proportion structure, Institutional arrangements, actors gameand the non-coordination in China's urban constructure land spatial expansion, thebasic properties of regional geography, development policies and the differentefficiencies of urban construction land input, historical legacy, and the administrativeregion adjustment, this part analyzed the non-coordination mechanism of China'surban constructure land spatial expansion.Sixth: Optimization of regulation of non-coordination of urban constructure landspatial expansion in China. This paper analysised the basic principles, regulatoryapproaches and policies and measures to the non-coordination of urban constructureland spatial expansion.The policies and measures contained four fields. That were thechanges of utility function of property regional local government, the control of thetotal construction land of regional urban, space allocation efficient coordination ofconstruction land of regional urban and as well as technique and institutionalmechanisms.Seventh: Conclusion and outlook. This part contained the main conclusions,research features and the innovations, as well as the lacks and prospects of the study.
