Evaluation Of Xuzhou Logistics Efficiency And Policy Suggestions

With the continuous development and continuous change of the logistics industry,the role of the logistics industry in supporting the national economy is increasingly increasing.As an important node city of the “Belt and Road” and a central city of the Huaihai Economic Zone,Xuzhou has obvious geographical advantages,and its construction and development also need the logistics industry as a strong support.In December 2018,the National Development and Reform Commission and the Ministry of Transport jointly issued the "National Logistics Hub and Construction Plan",which identified Xuzhou as one of the load-bearing cities for the construction of a land porttype national logistics hub.This provides a blueprint for the development of Xuzhou's logistics industry,and puts forward higher requirements for Xuzhou's logistics efficiency.Under this situation,it is urgent to conduct an in-depth analysis of the current status of logistics development in Xuzhou,especially the level of logistics efficiency and the factors that affect logistics efficiency,in order to provide more targeted policy recommendations for the development of logistics in Xuzhou.First,this article summarizes the research status of logistics efficiency at home and abroad from three aspects: logistics efficiency evaluation methods,logistics efficiency evaluation indicators,and logistics efficiency influencing factors.Based on this,related concepts such as logistics,logistics industry and logistics efficiency are defined.Based on the analysis of the current status of logistics development in Xuzhou,this article analyzes the problems in the development of logistics in Xuzhou.According to the current status and problems of logistics development in Xuzhou,by constructing an appropriate evaluation index system for logistics efficiency,the DEA-BCC model is used to divide Xuzhou's logistics efficiency from 2005 to 2018 from three angles(comprehensive efficiency,pure technical efficiency and scale efficiency)conduct empirical research.Projection analysis of DEA invalid units is also performed.The results show that during the sample period,the logistics efficiency of Xuzhou City is at a high level as a whole,but there are also cases of redundant inputs in some years,and the logistics efficiency needs to be further improved.Based on the relevant literature and the actual situation of Xuzhou City,this paper selects the level of economic development,the degree of opening up to the outside world,the location advantage,the utilization rate of logistics infrastructure,the level of logistics informatization,and the industrial structure as the influencing factors of Xuzhou's logistics efficiency.According to the evaluation results of the logistics efficiency of Xuzhou City,a comprehensive Tobit regression model was constructed with the comprehensive logistics efficiency value as the explanatory variable and six logistics efficiency influencing factors as explanatory variables,and the empirical analysis of the degree of influence of these six influencing factors on the overall logistics efficiency in Xuzhou.The results show that the six influencing factors have significant effects on the logistics efficiency of Xuzhou.Among them,the degree of opening to the outside world,the industrial structure and the utilization of logistics infrastructure are positively correlated with the logistics efficiency of Xuzhou,and the level of economic development,location advantages and the level of logistics informatization are negatively correlated with the logistics efficiency of Xuzhou.The negative correlation between the level of economic development and logistics efficiency is mainly because logistics demand is a secondary demand.In recent years,the slowing down of economic development in Xuzhou has weakened the driving force for logistics development.There are two main reasons for the negative correlation between location advantage and logistics efficiency: First,the transportation network system in Xuzhou needs to be improved,and the small regional transportation capacity is still not conducive to the circulation of goods;second,the professional level of large logistics parks in Xuzhou is not high.The low degree of logistics agglomeration severely limits the improvement of logistics efficiency.The negative correlation between the level of logistics informatization and logistics efficiency is mainly due to two reasons: First,the transformation and upgrading of the logistics industry in Xuzhou City is relatively backward,and there are still a lot of traditional logistics enterprises whose logistics informatization level lags behind the development process of the city's information industry.Second,the construction of logistics information network facilities and logistics network information platforms in Xuzhou City is still relatively backward,which also restricts the development of the logistics industry to a certain extent.Finally,based on the empirical analysis of the factors affecting the efficiency of logistics in Xuzhou City,combined with the current status of logistics development in Xuzhou City,some policy suggestions to promote the improvement of logistics efficiency are presented: improving logistics infrastructure and improving transportation methods;giving full play to geographical advantages and optimizing industrial structure;Actively introduce foreign investment to increase the degree of openness;speed up the construction of
