Since the 18 th CPC National Congress,China's logistics industry has achieved rapid development and played an important role in the national economy.The 19 th CPC National Congress pointed out that China's economy has shifted from a high-speed growth stage to a high-quality development stage.Promoting high-quality development and building a modern economic system are urgent requirements to cross the border and China's strategic goals for development.How to further develop the basic,strategic and leading role of the logistics industry in the high-quality development of the economy has become a key concern for all sectors of society.Efficiency is an important indicator for measuring industrial development.Promoting the logistics industry to achieve substantial breakthroughs in improving quality and efficiency by continuously improving the production efficiency of factors such as labor,capital,and technology is an effective way to achieve high-quality development of the national economy.This paper systematically analyzes the development status of logistics industry in China from the perspective of regional economics and accurately evaluates the efficiency of logistics industry in China and its influencing factors,which is of great significance to further reduce the cost and increase the efficiency of logistics industry in China and promote the high-quality development of China's economy.On the basis of systematic review of existing theories and documents,this paper takes 30 provinces(cities and autonomous regions)in China as research areas,selects relevant data of the logistics industry from 2008 to 2017,and uses DEA-BCC model and Malmquist index model to make an overall evaluation and regional comparison of the efficiency of the logistics industry in China from static and dynamic perspectives.On this basis,this paper takes the static efficiency of logistics industry as the dependent variable,takes the level of economic development,the level of humancapital,the industrial structure,the degree of opening to the outside world,and the level of infrastructure construction as the independent variables to establish panel data,constructs the Tobit regression analysis model to conduct an empirical study on the factors affecting the efficiency of logistics industry,and proposes targeted countermeasures and suggestions.The development of logistics industry in China has experienced three stages:exploration and start,rapid development and high quality development.At present,the logistics industry in China is characterized by continuous expansion of industrial scale,obvious improvement of economic benefits,gradual improvement of infrastructure network,and continuous enhancement of leading enterprises.However,compared with developed countries,there are still some problems such as high cost,low efficiency and unreasonable spatial distribution.The static efficiency of China's logistics industry increased year by year from2008 to 2017,but both the scale efficiency obtained from the decomposition of static efficiency and static efficiency did not reach the DEA effective state,while the pure technical efficiency decomposed from static efficiency was always effective.The static efficiency,the pure technical efficiency,and the scale efficiency of the three regions have shown a tendency that the eastern region is higher than the central region and the central region is higher than the western region.Especially in Shanghai,Tianjin,Hebei and other provinces(cities)located in Beijing-Tianjin-Hebei Region,Pearl river delta and Yangtze river delta,the static efficiency of the logistics industry is obviously on the high side.The dynamic efficiency of China's logistics industry showed a continuous fluctuation trend from 2008 to 2017,and it has shown an overall upward trend since2012.The technical progress index obtained from the decomposition of the dynamic has a greater impact on total factor productivity than the technical efficiency and the effect of the scale efficiency on the technical efficiency is higher than the pure technical efficiency.The dynamic efficiency of logistics industry in the three regions is basically consistent with the overall development trend of the country,showing that the eastern region is higher than the central region,and the central region is higherthan the western region.Technological progress and scale efficiency are the main reasons affecting the dynamic efficiency of the eastern and western regions,while technological progress and pure technical efficiency are the main reasons affecting the dynamic efficiency of the central region.The empirical analysis of the factors influencing the static efficiency of China's logistics industry shows that the level of economic development,industrial structure,degree of opening to the outside world and the level of infrastructure construction have significant positive effects on the efficiency of China's logistics industry.The positive influence coefficient of industrial structure is the largest,and government intervention has a significant negative effect on efficiency of the logistics industry in our country.The factors affecting the efficiency of logistics industry in the three regions are quite different.The main factors affecting the eastern region are the industrial structure,the level of infrastructure construction,the level of human capital,the level of modernization and the degree of opening to the outside world.The main factors affecting the central region are the industrial structure,the level of economic development and the level of modernization.The main factors affecting the western region are industrial structure and government intervention.
