Establishing The Framework Of PPP Body Of Knowledge

Since 2014,PPP has developed rapidly in China and has played an important role in the provision of public facilities and services.The rapid development and wide application of PPP,along with the strict requirements for PPP standardization result in urgent demand for systematic and professional PPP body of knowledge(PPPBoK).The research in this paper focuses on the establishment of a new PPPBoK.First,BoK is an application of knowledge engineering.This paper introduces the theoretical background of BoK through review of related literature on ontology and knowledge engineering such as knowledge representation and knowledge model.Then,PPP Guide or Handbook by different countries and organizations in the world,the internationally influential PPP related papers and books,the domestic well-known PPP related books,and the PPP knowledge related content on the Internet,are reviewed.Contents,structure and expression of them are compared,bringing out the shortcomings of the existing PPPBoK.According to the shortcoming and related theories,research methods and progress to express knowledge points and establish PPPBOK.Based on methods and progress,the paper first determines the scope and application purpose of the ontology and whether to reuse the existed ontology.Through reptile technology,PPP-related news reports on the Internet in the past three years were collected,with which,official documents and international PPP guidelines formed a PPP key word corpus.By natural language analysis,a keyword database of PPPBOK was proposed,including Social Capital,Project Implementation Organization,Administrative Supervision,etc.Through literature reading,the first-level knowledge points of PPPBOK was proposed,according to which,knowledge level hierarchy was established from top to bottom.The knowledge system includes nearly 500 knowledge points and 1140 the direct connections and the 2049 reasonable connections between knowledge points,forming a PPPBOK in which the knowledge points are related to each other.Then specification of the RDF/OWL code of the ontology was completed,which helps the computer understand the content of the ontology.Finally,based on the PPPBoK and the specification,using Java and API by the Jena,the path of importing the PPPBoK ontology into the My SQL database and reading all the information of the ontology from the My SQL database are proposed,helping with reuse,maintenance and further exploitation of PPPBOK.Based on the ontology information read from the My SQL database,the OWL API interface is used to deploy the Ontology Browser on the built-in Apache Tomcat server to realize the productization of the PPPBoK ontology.The product is named PPPBoK.PPPBoK can be accessed anytime and anywhere.PPPBoK provide technical support for the use and dissemination of the PPPBoK ontology.
