The Public-Private Partnership(PPP) has special advantages in field of the public goods supply.while the local government undertakes the pressure to repay debt,which also need s to take the PPP of financing as an important measure of enhancing the ability and effec t of public goods supply. But from a practical point of view, it is not perfect of adopting the PPP to supply the public product in China. There are a series of problems in the project applicability, including contract performance, risk response and so on, which cause the PPP not scientific, and the limited operation effect on the PPP project. The root of these problems lie in two aspects. On one hand, it lies in cognitive and concept, that is, local governments does not have a clear understanding of PPP and lack of contract spirit, etc. On the other hand, it lies in the system and mechanism, such as, the unsatisfactory of cooperation mechanism and the system of the PPP, etc. According to the current reality of the application of PPP, it is still in the initial stage of development, then our country needs to learn from the advanced experience of foreign PPP of public goods supply as well as explores the suitable countermeasures to improve PPP of public goods supply in China. In view of this, the government should to optimize the management efficiency as follows.To improve the feasibility and scientific nature of the PPP project; to establish and improve the relevant mechanisms and enhance the system of legal supply. By adopt these methods, our country can effectively solve the current problems of the supply of public goods related to PPP, and improve the work efficiency of PPP project, therefor promoting the development of the PPP in China.
