With the development of mass tourism, tourists have began to pay more attentionto the autonomy, flexibility and diversity of tourism activities as well as the qualityand safety of tourism. It has becoming an inevitable choice for tourism to improve thetourism public service system to adapt to the new situation. It is also beneficial toimprove the quality and strategic position as well as an important factor driving theefficient development of the tourism industry.In addition, with the rapid developmentof market economy, on the one hand,due to the Chinese traditional economysystem,Chinese government has been the control-oriented government. In a long timedevelopment,it has paid too much emphasis on their political functions of governance,the government has been unable to meet the current requirements of the people.Therefore, our country makes great efforts to build service-oriented governmentrequirements,tourism management departments should accelerate the pace oftransformation of government functions, and strengthen public service functions. Onthe other hand, the development of China’s marketing economy, the private sector hasbrought a seires of good opportunities to further mature and diversified marketeconomy. Based on the above background, I select this article tourism public serviceas a thesis topic to break the government monopoly of the supply of traveling publicservices patterns, introducing the public-private partnership system, and promotingcooperation between the Government and the private sector, providing the efifcient,high quality public services of tourism to the community to meet the tourists’diversified and personalized needs to lay the foundation for building a world tourismpower.The core purpose of this study is to explore the tourism public service system ofpublic-private partnerships main supply, supply content, supply mode and theefifciency of cooperation through the Shanghai tourism information office, theShanghai World Expo Performing Arts Center, Shanghai tourism hub and Shanghaicity sightseeing buses and other practices analysis to provide practical guidance topublic service system of public-private partnerships.This paper has six chapters, the main content is divided into the background,theoretical research, case studies and research findings into four parts. The ifrst part is the background, including the ifrst two chapters. With thedevelopment of domestic tourism public service, through literature, ifeld research andcase study method and based on the new public management theory,public producttheory,agency theory/’Marshall’s Dilemma" and the theory of effective competitionand Entrepreneurs government theory to deifne the concept of public-privatepartnerships and tourism public service. Review the related research at home andabroad and lay the theoretical foundation of this study.The second part is a theoretical study (Chapter III,Chapter IV,Chapter V),which is the core part of this paper. First, expound supply status quo Shanghai tourismpublic service,put forward the Shanghai travel problems in the public service. On thisbasis, analyze the main supply of public services with public-private cooperation intourism and build the basic content of public services with public-private cooperation;what’s more,introducing tourism supply in three ways: outsourcing contracts,rfanchising and subsidies. Finally,analyze the factors that affected tourism publicservice with public-private partnership during the government bidding, the two sidessigned the contract,the contract implementation three stages, including governmentbidding,the information asymmetry, distribution and share of private financing,benefits, risk sharing, government regulation and other factors, Finally, make somerecommendations aim at improving the efficiency of public services with public-private cooperation.The third part is a case study (Chapter V&Chapter IV),this paper takes themain ways that interspersed with relevant case to describe it,through thedescriptions of Shanghai tourism information ofifce, the Shanghai World ExpoPerforming Arts Center,and the Shanghai tourism hub, namely demonstrated thetourism public services supplied public-private cooperation in three ways. Inaddition, by describing Shanghai city sightseeing bus tour to make the correspondingstudy of the efifciency of public-private of public services.The fourth part is the conclusion of the study (Chapter VI),which is the last partof this article, through the first ifve chapters of the study was to investigate the basicconclusions drawn public services, public-private cooperation in tourism supply andanalyzes the limitations of their research direction for further research. The innovation of this paper lies in the following two aspects: First, introduce theconcept of public-private cooperative to the touirsm services and form the perspectiveof marketing and contractization to explore the public services supply; secondly,analyzed the main、supply content、supply mode and cooperation efficiency of thetourism public services PPP supply mode and build a theoretical rfamework for thetourism public service.
