Logistics industry is the basic industry of economic development,which is related to the circulation of materials and the production and operation of enterprises in primary industry,secondary industry and tertiary industry.The central government began to pay attention to the development of logistics from the end of 1990 s,and issued the first policy plan to promote the modernization of the logistics industry in the new century in 2001.However,due to the backward local economy situation and remote location,the logistics industry in Yinchuan starts late.The logistics industry in Yinchuan is very low and poor.Therefore,in recent years,Yinchuan government actively adjusts the development layout of the logistics industry,improves the development mode of the logistics industry,and seeks new development opportunities for the development of the logistics industry with the help of the "One Belt And One Road" economic development strategy and the "supply-side" structural reform.This paper firstly sorts out and summarizes relevant policies of the logistics industry in China and Yinchuan,and summarizes the main ideas of the government on the development of the logistics industry in Yinchuan.Then it analyzes the current situation of the logistics industry in Yinchuan,and explains the current situation,characteristics,prospects,advantages,difficulties and disadvantages of the logistics industry in Yinchuan.Secondly,two representative logistics enterprises are selected as examples to study the demands of enterprises on logistics policies,and find out the mismatch between current logistics policies and enterprise demands from the perspective of industrial development needs and actual needs of enterprises,so as to find out the problems existing in the logistics policies of Yinchuan.This paper summarizes the problems existing in the logistics industry policies from two perspectives of enterprises and industries,including: small and micro logistics enterprises lack the support of relevant policies,unfair competition among enterprises in the process of policy implementation,enterprises' lack of confidence in policies,insufficient market-oriented reform of the logistics industry,policies failing to effectively stimulate the vitality of the logistics market,lack of enterprise participation in the logistics industry policy process,etc.Main cause of the problem are as follows: not enough emphasis on the logistics industry development,government policies and measures with local logistics market law of development,there is a certain distance between the role of the failed to give full play to the industry association,etc.Finally,based on the overall situation of the logistics industry in yinchuan city and the needs of enterprises,four Suggestions are put forward.First,to strengthen the development of the logistics industry policy support;Second,strengthen the government's management of the logistics industry;Third,improve the logistics industry policy operability;Fourth,we should integrate the logistics industry with development hotspots.Correct the development of logistics industry by strengthening and improving the government's governance ability and market management method.This paper adopts a variety of research methods in the research process,including case analysis method,literature collection method,ect.The research design and research process are rigorous,the fact basis is sufficient,and the research results are of certain reference significance.Through these countermeasures and Suggestions,this paper aims to play a certain role in the development of the logistics industry in Yinchuan,solve the disadvantages and problems exposed by the logistics industry in Yinchuan,and contribute to the improvement of the development quality of the logistics industry.
