In the era of the new round of technological revolution and industrial revolution,with the implementation of innovation driven strategy,the vigorous development of new industries and new formats,the opportunities of the new era are accelerating.With the continuous cultivation and development of new kinetic energy led by technological innovation and supported by multi-core and new production factors,the primary choice to get out of the economic predicament is to play the role of new kinetic energy in promoting economic development.Speeding up the cultivation of new kinetic energy is conducive to the transformation and upgrading of industrial structure,and is also the focus of supply side structural reform.Especially for Anhui Province,where the economic development level is relatively backward,it is of great significance to rely on new kinetic energy to promote economic development,optimize industrial structure and take the lead in the rise of the central region.In this paper,qualitative and quantitative research methods are used to study the cultivation level of new kinetic energy and its impact on economic development in Anhui Province,which can provide reference for the government departments of Anhui Province to improve relevant policies.On the basis of absorbing relevant research results,guided by the spirit of relevant government documents and the theory of economic development,this paper first constructs a set of evaluation index system for the cultivation level of new kinetic energy based on the connotation of new kinetic energy,and makes an empirical test on the comprehensive level of new kinetic energy and economic development of all cities in Anhui Province in2011-2018 by using AHP and global principal component analysis to analyze its characteristics of time and space changes.Secondly,the paper analyzes the spatial auto-correlation,spatial heterogeneity of Anhui economic development and the promotion of new kinetic energy on economic development and spatial spillover effects by using the spatial econometric analysis method.Finally,based on the above empirical analysis conclusion,the paper puts forward the policy suggestions to accelerate the cultivation of new kinetic energy to promote the economic development of Anhui.The main conclusions of the empirical analysis are as follows:(1)the new kinetic energy index of most cities in Anhui Province shows a steady upward trend in 2011-2018;(2)the new kinetic energy index has a certain regional correlation,and the economic development level shows a certain degree of spatial auto-correlation and spatial heterogeneity;(3)the economic development level has a significant positive spatial spillover effect,but the spatial auto-correlation tends to weaken continuously over time;(4)the regression coefficients of the three aspects of new kinetic energy in the spatial econometric model are all significantly positive,indicating that the new kinetic energy has a significant effect in promoting economic development;(5)the traditional kinetic energy still has a significant effect in promoting economic development,but its smaller coefficientindicates that the traditional kinetic energy has a weak effect in promoting economic development ?(6)In the spatial lag,technological innovation and transformation and upgrading are significantly negative,indicating that the increase of the two indexes in neighboring areas will have a restraining effect on the economic development of the region,and the lag of institutional reform is significantly positive;(7)from the decomposition of spatial spillover effect,the direct effect of technological innovation is not significant,the indirect effect and the total effect are significantly negative,and the spillover effect of institutional reform is significantly positive,the direct effect of transformation and upgrading is significantly positive,the indirect effect and total effect are not significant,and the spillover effect of traditional kinetic energy is not significant.Finally,based on the empirical analysis,five policy suggestions are put forward:(1)strengthen regional innovation cooperation and coordinate regional innovation development;(2)accelerate the transformation of innovation achievements and release innovation development vitality;(3)deepen market reform and strengthen system construction;(4)vigorously support emerging industries and change economic development mode;(5)accelerate the transformation of traditional industries and stimulate new momentum of traditional industries.
