| Lishui City has continuously strengthened its ecological self-confidence,relying on superior ecological conditions,so the ecological economy has flourished.This dissertation takes the development of Lishui green industry as the research object,analyzes the existing problems quantitatively and qualitatively,and then proposes the development measures and guarantee mechanism of Lishui green industry.According to reflect the connotation of the broad green industry,the evaluation index system of foreign authoritative institutions,domestic authoritative institutions and academic literature and the principles of observability,data availability and operability,from the three dimensions of green production,green consumption and green environment as the three criteria layer mass-selection index,the development evaluation system of Lishui green industry which consists of 70 indicators of three criteria levels of green environment.Using Lishui county(city,district)indicator data to have a comprehensive evaluation of Lishui counties(cities,districts)in green production,green consumption,green environment,the county in the first echelon of the county(cities,districts)has been analyzed and combed,finally can be promoted.For the counties(cities and districts)where the development of green industry is at the lower and middle levels,the factors restricting development are analyzed.This thesis qualitative analysis of the shortcomings of Lishui in recent years in industrial layout,ecological industry development,infrastructure,new urbanization construction,talent team construction,technological innovation platform,people’s livelihood and tourism.Based on the evaluation,this dissertation proposes countermeasures to further promote the development of green industry in Lishui.Measures include tapping and expanding green business formats and green potentials,fostering ecological service industries with eco-tourism as the leader,focusing on embedding the concept of green circular economy into green development,vigorously developing strategic emerging industries,and promoting new urbanization and infrastructure construction.The guarantee mechanism includes the formulation of industrial development strategies,the establishment and improvement of the mechanism for realizing the value of ecological products,the establishment of an evaluation system for the ecological protection of leading cadres,the role of financial guarantee,and the rational allocation of human resources for green industry development.The research of this dissertation has a positive guiding effect and great practical significance for enriching the theoretical system of green industry development,promoting the economic and social development of Lishui and enhancing the competitiveness of regional green development. |
