With the development of economic globalization,enterprises are facing increasing competitive pressures.How to enhance the core competitiveness in order to stand out in the competition has become an important issue for enterprises to think about.Today,human resources have become the first resource of enterprises.With the emergence of outsourcing in the United States in the late 1980 s,and the subsequent promotion process in Europe,In America and Japan,the human resources outsourcing industry has gradually sprouted.Human resource outsourcing refers to the transfer of all or part of the non-core business related to human resources to professional service institutions.By using the mode of human resource outsourcing,the human resource cost of enterprises can be effectively reduced,the limited resources of enterprises can be more invested in the core business of enterprises,and ultimately the purpose of effectively enhancing the core competitiveness of enterprises can be achieved.With the market-oriented reform of state-owned enterprises and the development of water enterprises,it is imperative to change the original human resources management mode since the X Group studied in this paper as a traditional state-owned enterprise wants to develop fast in the current environment,to improve operational efficiency and enhance the core competitiveness of enterprises.Human resource outsourcing is such a good reform model.However,the research on human resource outsourcing is still at the initial stage.How to effectively manage human resource outsourcing projects,make outsourcing decisions scientifically,and rationally avoid outsourcing risks are still the problems that need to be studied at present.Based on the study of a large number of human resource outsourcing and project management literature,this paper analyzes the current situation of human resourcemanagement in X group,puts forward the existing problems of X group,so as to propose the outsourcing scheme of some human resources in X group.In the early stage,the author uses SWOT analysis and AHP analysis to provide an effective basis to determine whether X group should adopt human resource outsourcing and what form of human resource outsourcing should be adopted.The advantage of using AHP for data analysis is that it can effectively eliminate the influence of subjective factors,because the construction of analytic hierarchy process judgment matrix only needs to choose one of the two influencing factors,which avoids subjective errors to a certain extent,and the consistency check of analytic hierarchy process can easily,quickly and accurately reflect the deviation of the model,so as to facilitate the moderate Adjustment.By using expert interview and brainstorming,the author sorts out the factors that may affect outsourcing decision-making,and carries out questionnaire survey within X group,constructs factor levels,and calculates the best plan,so as to obtain scientific outsourcing plan to provide effective basis for decision-makers.In the implementation stage of outsourcing project,the author manages and controls the cost,schedule,quality and risk management.Especially in the risk management stage,the comprehensive fuzzy analysis method is introduced to rank the risk factors of X group scientifically.In X group,we first organize and carry out brainstorming,and convene the personnel of Human Resources Department of X group and its subordinate companies and the personnel of internal outsourcing project team of X group for a Symposium with the theme of risk factor identification of human resources outsourcing project of X group.The factors identified by the family form a record.After that,the HR Department of X group,project team leaders and external HR experts were convened to form an expert group of 15 people for expert interviews.Finally,according to the different risk sources,the following main risk factors of the HR outsourcing project of X group were summarized.The risk factors are evaluated and sorted by the comprehensive fuzzy analysis method,and the risk prevention measures are put forward.Finally,the paper analyzes and verifies the effect of human resource outsourcing project of X group.Through the study of this paper,some new ideas and research methods are put forward in the decision-making and management of human resource outsourcing project,which not only effectively improves the management of X group,reduce the management cost of X group,but also provides some useful reference and help for the development of human resource outsourcing in Chinese enterprises.To the author,as a human resource practitioner,through the study of this paper,the understanding of human resource outsourcing is deepened,and the ability of quantitative analysis is improved.
