Following China's accession to the WTO, lots of foreign enterprises have been flowing into China. At the same time, domestic enterprises' operating and managing models are in the process of integrating with the world. Outsourcing as a new type of enterprise' operating and managing model has been prevailed in Europe and the United States since last century and then swept the globe. Human resource management outsourcing is one of outsourcing activities, and is a new way of management, that is, enterprises outsource their human resource management to the professional consulting companies partly or wholly.Although human resource management outsourcing is only an emerging phenomenon for domestic enterprises, but it has already become an important component of the outsourcing model, and has demonstrated its strong market space and development potential. By implementing human resource management outsourcing, human resource management department can achieve the success in its key works' shift, and work in a strategic perspective.In the field of practice, human resource management outsourcing has become common. However, the research in theory is still at start stage, the qualitative investigation may be many but the quantitative investigation is relatively few. This thesis gives available analysis to the decision-making of human resource management outsourcing by general environmental analysis, internal resources analysis and SWOT analysis. It explores the risk factors and offers the precautions one by one. The thesis explores the initial decision-making on outsourcing with the tool of analytic hierarchy process. Besides, game of incomplete information deals with the risk of vendor s selection, also the supervision of its service separately. At last, it puts forward the concept of the most superior contract and proposes the tentative plan. These models provide constructive suggestion to the enterprises that will carry out human resource management outsourcing in the quantitative and qualitative aspect.
